This position is located in the Office of the Chief Medical Executive at the Captain James A. Lovell Federal Health Care Center. The duties and responsibilities are carried out throughout the medical center including all clinical and other patient care areas involved with providing diagnostic and treatment services to women Veterans.
Duties
Major duties and responsibilities include:
The WVPM strategically plans, coordinates quality care, evaluates delivery of care including timeliness and outreaches to women veterans needing services.
The incumbent is the designated contact person for medical center staff, women veterans and their families, as appropriate, who are in need of the facilitation of health care and counseling services.
The WVPM will initiate and support activities which educate and sensitize internal staff to the unique needs of women. This includes developing and coordinating orientation and training programs for new medical center employees, coordinating women veterans' activities and programs within the facility (e.g., the activities of Women Veterans Recognition Programs) and developing resource guides and other written literature relevant to the Women Veterans Health Program.
The incumbent designs and implements an aggressive outreach program to identify and locate women veterans in need of health care services. Outreach is to include extensive communication and coordination with state veterans' offices and other health social services agencies.
Familiar with current rules, regulations, policies, procedures, and guidance provided from VHA, JCAHO, CARF, policies and procedures and current case management, medical, and legal literature.
The incumbent will use professional knowledge of principles and practices of clinical case management, discharge planning, medical services, managed care, utilization, review, resource allocation, organizational structure and function, and health care benefit] financial system administration, to develop plans to solve patient, provider, and system problems, inefficiencies, or duplication.
The incumbent is responsible to the Chief Medical Executive and responsible for planning and carrying out the assignment independently, resolving most of the conflicts that arise, coordinating the work with others as necessary and interpreting policy on own initiative in terms of established objectives.
The employee determines the approach to be taken and the methodology to be used and keeps the supervisor informed of progress and potentially controversial matters.
Every effort is made to ensure that the incumbent is professionally competent and capable of planning and directing the WVP; therefore, supervision of the incumbent is normally limited to administrative matters with minimal technical supervision required.

Physical Requirements: Must be able to meet physical demands which include strenuous physical activity to include carrying persons and equipment, walking long distances over difficult terrain, running, climbing, working long hours in primitive or arduous conditions, long periods of standing, and bending and stooping.
Qualifications
Basic Requirements:
United States Citizenship: Be a citizen of the United States. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part.
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website to verify if that social work degree meets the accreditation standards for a master of social work.
Licensure: Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found on the OHRM website http://vaww.va.gov/OHRM/T38Hybrid/.
Grade Determinations: In addition to the basic requirements stated above, the following qualification criteria must be met for each grade. The candidate's qualifications must clearly demonstrate the level of competence required for the grade.
Experience: One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification: Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs:
Ability to independently organize work, set priorities, and meet multiple deadlines.
Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
Ability to ensure provision of clinical social work services.
Ability to provide staff training and development.
Skill in interpersonal relationships in dealing with employees, team leaders, and managers.
