Duties

This Transportation Security Specialist (Explosives) position is located in the Explosive Operations Branch, Aviation Coordination, Domestic Aviation Operations (DAO), Security Operations (SO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Investigation and Evaluation of Explosive Security Programs Serves as a technical authority and consultant to agency management, industry representatives, other senior agents, officers, or inspectors on explosive operations and devices, weapons of mass destruction, etc. Develops comprehensive briefings, audiovisual aids, and leads technical training courses/presentations (which includes designing or evaluating existing course curriculum) on explosives, improvised explosive devices, weapons of mass destruction, evolving technology threats, and all related security subjects for the Department of Homeland Security (DHS) and Transportation Security Administration (TSA) covering all modes of transportation. Provides expert level analysis, recommendation and/or interpretation of laws, regulations, guidelines, policies, and processes relevant to explosives and explosives effects. Develops or revises agency-wide policies, procedures, and strategies for emergency and security protocols for countering IEDs and other weapons of mass destruction. Develops innovative tools or strategies to weigh explosives risks and the level of impact while drawing on intelligence reports and summaries to determine what risks are raised and/or mitigated by the suggestive mitigation strategies deployed. Plans, designs, and conducts complex investigations and studies involving explosive devices that pose a threats which may be further complicated by uncontrollable variables such as the innumerable/unknown methods terrorist bombers utilize when implementing an attack against various transportation systems. Performs in-depth review and identifies trend analyses based upon classified data and information on existing and emerging explosives threats. Analyzes assigned security issues, interprets data, draws relevant conclusions, and formulates probabilities based upon current and past intelligence situations. Evaluates and analyzes various data metrics provided by airports to identify transportation security weaknesses, vulnerabilities, or inefficiencies in program(s). The major duties described above reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Specialized experience is defined as: Developing curricula or training materials; drafting policy documents, program plans and standard operating procedure type documents. Conducting explosives threat detection efforts including detection, investigation of incidents, testing and evaluating the threat methods. Providing technical advice and training on explosives and related security issues. To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Specialized experience is defined as: Designing and developing counter explosives/Improvised Explosives Devices (IED) related procedures and programs to provide findings to senior leadership regarding transportation explosives security program issues; and Applying risk-based security procedures to counter IEDs and other weapons of mass destruction against all transportation modes. Providing technical advice and training on explosives and related security issues Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
