Duties

This position is a Supervisory Program Manager within the Checkpoint Technologies Division, Acquisition Program Management (APM), Enterprise Support (ES), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: As a principal point of contact, determines objectives and strategies to meet program goals and objectives. Interfaces with executive and senior level internal and external stakeholders such as the TSA Component Acquisition Executive, Requirements and Capabilities Analysis (RCA), Security Operations (SO), Department of Homeland Security (DHS) Science and Technology (S&T) Directorate, academia, industry and other government agencies and stakeholders in the areas of passenger checkpoint screening technology applications for transportation security. Plans, initiates, and oversees complex and comprehensive evaluations for the review and analysis of proposed costs, program strategy and schedule development, and performance of aviation checkpoint screening technology inclusive of drafting guidance and providing direction. Work is typically governed by established policies, procedures and mission objectives which often leave a considerable amount of room for discretion. Manages short- and long-range planning activities that include multi-year work plans that are the products of checkpoint technology programs, and applies expert knowledge of budget, human resources, and applications of policies and procedures to develop and approve solutions to current and anticipated problems. Develops and determines rationale for program strategies, capability enhancements, and growth paths, and examines various potential implementation options prior to finalizing strategies and plans. May represent TSA externally as a primary point of contact for policies, procedures or other project and/or program purposes. Exercises a full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff which includes, but is not limited to: assigns work, sets priorities, and reviews and evaluates work and performance. This includes planning and facilitating meetings and training coordination. Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.

Qualifications

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience equivalent to the SV-J or GS-14 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as: Experience assisting in implementing/maintaining operating policies, procedures and techniques for an organization or agency's programs and activities. AND Experience planning, initiating and overseeing program activities including budget and performance. AND Experience applying organizational requirements in order to effectively lead, motivate, supervise, and manage work teams. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
