This vacancy is for a Supervisory Human Resources Specialist in the Office of the Secretary, Office of Human Resource Management (OHRM), within the Department of Commerce (DOC).

Duties

In this position you will serve as the Director, Office of Human Resources Information Technology (HRIT) and leads cutting edge technology and HR applications to keep the DOC's strategic use of HRIT effective and competitive, while also overseeing the continual improvement of HR data, IT systems, and HRIT-enabled functions across the Department. As a Supervisory Human Resources Specialist, you will: Lead the development of standards, guidelines, and long-range plans for leveraging human resources information technology (HRIT), evaluating workforce data, conducting strategic workforce planning, and gathering and communicating requirements for potential products and/or services. Oversee all OHRM workforce analytics requests and IT project management requirements. Lead and oversee the development of strategic and tactical plans to support HC program initiatives; guide and lead the development, implementation, and evaluation of HC programs in response to directives and/or mission requirements, including new legal guidance, laws, and regulations. Lead, cultivate, and maintain productive working relationships with human capital (HC) leadership, HC subject matter experts, and senior organizational leadership to share information of interest, explain the specifics of priority programs and, when appropriate, present, justify, defend, negotiate, and/or settle matters involving significant or controversial issues. Conceive, prepare, and communicate an extensive range of complexity data visualizations, dashboards, graphics, computational models/tools, or written/oral assessments related to significant workforce issues. Participate in meetings, working groups, or similar meetings designed to collaborate and assess specific needs, and inform senior management and subject matter experts of program changes, new developments, and coordinate the implementation of new programs. Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ This position is being filled under the DOC Alternative Personnel System (CAPS). The system replaced the Federal GS pay plan structure. Under CAPS, positions are classified by career, pay plan, and pay band. Non-supervisory positions cap out at interval 3 of the band. The ZA-V is equivalent to the GS-15 grade levels. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. To qualify at the ZA-V level, you must possess one full year (52 weeks) of specialized experience equivalent to the ZA-IV or GS-14 in the Federal service. Specialized experience is defined as experience: Serving as an expert in the implementation, maintenance, and operation of Human Resources (HR) information system(s); and Overseeing enhancements to human capital operations with new or improved automated HR information systems or technology(s); and Developing and leading process improvement plans and projects for present and future information data requirements in accordance with the needs of a HR department. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
