The incumbent performs complex studies of program, management, operations and workload issues which involve OHO's hearings and appeals programs, providing management and/or program officials with sound and quantitative information as a basis for making decisions.

Duties

Conducts complex operational research studies into any aspect of program operations in Headquarters and field offices in an effort to resolve technical programmatic problems related to OHO's delivery of services. Analyzes characteristics of workload inefficiencies and provides advice and insight about the probable effects of alternative solutions to these problems. Analyzes study findings and leads in the development of recommendations proceeding from study results, and consolidates recommendations into a final product. Prepares and presents in-depth reports and position papers to management regarding analyses of problems. Recommends changes in policies, procedures and management systems affecting not only SSA and OHO, but also other Federal and State agencies with program responsibilities.

Qualifications

Applicants must have 52 weeks of specialized experience at the GS-12 level, or equivalent, which is typically in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes designing, developing, and adapting mathematical, statistical, econometric, and other scientific methods and techniques. The specialized experience also involves analyzing management problems and providing advice and insight about the probable effects of alternative solutions to these problems. The primary requirement of the work is competence in the rigorous methods of specific inquiry and analysis. IN ADDITION, applicants MUST have a degree in operations research OR a degree in a related field (such as Engineering/Industrial Engineering, Science, Economics, Mathematics, Statistics or Management Science) that includes at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Education

Applicants must have a degree in operations research; OR
Possess a degree in a related field (such as Engineering/Industrial Engineering, Science, Economics, Mathematics, Statistics or Management Science) that includes at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
