About the Position: The 410th Contracting Support Brigade (CSB) is soliciting candidates to fill a Contract Specialist position, GS-1102-12. The 410th CSB, Fort Sam Houston, San Antonio, Texas is soliciting candidates for a full-time Contract Specialist. JBSA, Fort Sam Houston, San Antonio, TX.

Duties

Analyzes difficult contracting issues and determines recommended course of action. Reviews requisition package for adequacy and compliance with administrative, regulatory, and procedural requirements. with current market practices and conditions. Evaluates contractor performance for compliance with terms and conditions of contracts. Performs price or cost analysis. Reviews procurement requests to determine market analysis. Procures complex and/or diversified commodities and services.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Selectees must meet position requirements for Contracting or Foundational Certification within 36 months of entrance on duty.
  • This position requires submission of a Financial Disclosure Report OGE-450 upon entry and annually thereafter.
  • Must be able to obtain and maintain a secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.

Basic Requirement for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent) 1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-12: Specialized Experience: One year of specialized experience which includes 1) Performing pre-award and post-award procedures to plan and conduct the contracting process; 2.) Determining method of procurement and contract clauses; 3.) Assessing market or industry conditions for availability in competition; 4.) Preparing written correspondence relating to proposals to ensure cost data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11. You will be evaluated on the basis of your level of competency in the following areas: Acquisition StrategyContracting/ProcurementInfluencing/Negotiating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
