About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Alaska (USARAK) G2, DCSINT, Fort Richardson, AK 99505.
Duties
Serves as Command Security Manager, managing the Personnel Security, Information Security, Industrial Security, Security Education, Training and Awareness (SETA) programs and their related training for the installation and supported tenant activities
Provides definitive technical advice and assistance to commanders, local leadership, and installation workforce regarding establishment of comprehensive security programs.
Provides security program oversight of the implementation processes at the installation, administering policies, practices and metrics that reflect the security posture.
Conducts analyses to identify program issues and develops/implements remedial actions.
Exercises supervisory responsibility over personnel assigned to the G-2 security office.
Requirements
- Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Temporary Duty Travel (TDY) may be required 10% of the time.
- This is a "Key" position IAW AR 690-11. For Ready Reservists or military retirees with recall obligations, prior to occupying the position, must be exempted from recall to active duty because of Reserve or retired military obligations.
- This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within first two years of employment.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.

Specialized experience: Providing policy and procedural guidance, interpreting regulations and practices, initiating and advising on technical problems in the oversight of Personnel Security (PERSEC), Information Security (INFOSEC), Industrial Security (INDUSEC) and Security Education Training and Awareness (SETA). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).
Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
