This career/career-conditional permanent full-time position is located at Shenandoah National Park, in the Facilities Management Division. This position performs project management duties which support the Park's engineering, architectural, and landscape architectural projects/plans.

Duties

This position performs project management duties which support an organization that provides engineering, architectural, and landscape architectural advice and guidance on the planning, designing, constructing, expansion, rehabilitation and/or re-purposing of existing and/or new structures and facilities. Projects support the implementation of park asset and management plans with the goal of improving visitor experience, protecting and restoring natural and cultural resources, and correcting maintenance deficiencies and repairs. Project work may include, but is not limited to, the following types of structures or facilities: campsites, visitor centers, lodging, employee housing, potable water systems, wastewater systems, communication systems, roads, bridges, historic structures/features, cultural landscapes, trails, parking, bus facilities, transportation systems, buildings and administrative structures. Work includes multiple simultaneous projects, ranging from small, single-discipline projects to large multi-disciplinary design and construction projects, involving both single and multiple-year phasing, potentially funded from multiple funding sources. The position requires the ability to plan for on-going visitor services during planning and construction. Work components require creative solutions that balance cultural and natural resource values and/or politically driven issues. Performs design development for new facilities or modifications to existing facilities. Performs project scoping including the development of agreements to perform work. Reviews and interprets construction documents, specifications, photographs, foundational documents and other existing documentation. Develops independent Government Cost Estimates, Statements of Work. Scopes of Services, and other documents required for the procurement of design and construction contracts. Serve as a Contracting Officer Representative (COR) overseeing the execution of construction and design contracts. POSITION LOCATION: Shenandoah National Park preserves and protects more than 300 square miles of nationally significant natural and cultural resources, scenic beauty, and congressionally designated wilderness within Virginia's northern Blue Ridge Mountains; and provides a broad range of opportunities for public enjoyment, recreation, inspiration, and stewardship. Within just 90 miles of Washington D.C. the Park provides visitors the ability to explore mountain peaks, hidden hollows, cascading streams, accessible wilderness, and stunning natural beauty. Approximately 40% of the Park is designated wilderness with over 500 miles of hiking trails and the iconic Skyline Drive, SHEN was established as an eastern Park that provided a "western Park experience". Due to the Park's easy accessibility to D.C and other highly populated areas along the east coast, visitation exceeds 1.4 million visitors annually which results in significant resource protection and visitor management issues and incidents.

Qualifications

All qualifications must be met by the closing date of this announcement-05/06/2024. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: providing program management support utilizing a comprehensive range of principles, concepts, and practices in the area of facility management and that typically includes: Planning, designing, constructing, expansion, rehabilitation and/r re-purposing of existing historic and/or new structures, facilities, utilities, trails, roads and other physical assets; developing work plans and cost estimates; and oversight of project plans and specifications and private contractor work and adherence for compliance. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is no substitution of education for specialized experience at the grade level of this announcement.
