This career/career-conditional permanent full-time position is located in Shenandoah National Park, in the Maintenance Division.
Duties
This position serves as the Deputy Chief of the Division of Maintenance, reporting directly to the Chief of Maintenance. The incumbent will lead the operations of the division and be an integral part of the division's management team. The Division is responsible for the maintenance and operation of the park's facilities and provides services to other park divisions. Operations extend over an area of approximately 196,000 acres. Facilities include five campgrounds, seven picnic grounds, two visitor centers, two maintenance areas, two seasonal operational staging areas, 105 miles of Skyline Drive, 38 miles of roads in developed areas, 112 miles of administrative roads, 222 buildings of which 69 are historic, 4 wastewater treatment plants, 36 septic systems, 4 fueling stations, 17 water systems, and a 250 vehicle fleet including heavy equipment. This position manages the Building and Utility, Water and Wastewater, Roads and Grounds, and the Fleet Management branches of the Maintenance Division with direct authority of operations and maintenance requirements. Establishes priorities and evaluates the performance of subordinates. Directly supervises three WS-10 Maintenance Supervisors, one WS-9 Maintenance Supervisor and through subordinate supervisors directs a staff of 50 permanent and up to 20 seasonal employees. The position also assists the Chief in setting medium and long range goals, formulating and executing annual budgets totaling $4 million in operating funds and $5.5 million in project funds annually.
POSITION LOCATION: Shenandoah National Park preserves and protects more than 300 square miles of nationally significant natural and cultural resources, scenic beauty, and congressionally designated wilderness within Virginia's northern Blue Ridge Mountains; and provides a broad range of opportunities for public enjoyment, recreation, inspiration, and stewardship. Within just 90 miles of Washington D.C. the Park provides visitors the ability to explore mountain peaks, hidden hollows, cascading streams, accessible wilderness, and stunning natural beauty. Approximately 40% of the Park is designated wilderness with over 500 miles of hiking trails and the iconic Skyline Drive, SHEN was established as an eastern Park that provided a "western Park experience". Due to the Park's easy accessibility to D.C and other highly populated areas along the east coast, visitation exceeds 1.4 million visitors annually which results in significant resource protection and visitor management issues and incidents.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience should demonstrate overseeing, leading and supervising facility management/maintenance programs for a park/business; monitor and evaluate facility maintenance programs to ensure compliance and adheres to approved management direction; develop a variety of maintenance projects or contracts (scope of work, cost estimates, budget protocols, etc.); develop/ plan/assist with short and long term maintenance operations and budgets; implement environmental management systems for complying with federal and state regulations (NEPA, ADA, Life Safety Codes, Building Codes, etc.).
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
