Duties

As a Supervisory Attorney-Advisor (Deputy Assistant General Counsel for Ethics and Appeals), you will: Supervise and review the work product of attorneys and management analysts, including the review of written work product to ensure procedural and substantive accuracy, and the product is well written, reflects appropriate research, and is legally sufficient. Independently advise high-level agency officials on ethics rules, regulations, and principles. The incumbent in this position is utilized as a resource and technical expert on ethics. Provide expert legal advice on Government-wide and HUD Supplemental standards of ethical conduct regulations, financial disclosure, the HUD Reform Act, the Federal travel regulations, the Federal criminal conflict of interest statutes (18 U.S.C. §§ 201-209), the Hatch Act and permissible political activities. Provide ethics briefings and training, including annual ethics training. Supervise and review the work product of Ethics and Appeals Division attorneys on Freedom of Information Act Appeals, including providing expert legal advice and guidance on FOIA procedures and FOIA law, including FOIA exemptions. Supervise and review the work product of Ethics and Appeals Division staff on Secretarial Appeals including providing expert legal advice and guidance on legal issues raised in the appeals, such as issues regarding fair housing, civil money penalties, and a variety of other issues handled by HUD Administrative Law Judges. Provide public and confidential financial disclosure reporting advice and guidance, as well as review financial disclosure reports for technical accuracy and conflicts of interest, ensuring reports are accurate and compliant with Federal ethics regulations and HUD regulations. Engage in supplemental fact-finding and promptly mitigate conflicts or problems discovered in public and confidential financial disclosure reports. Qualifications

You must meet the following requirements by the closing date of this announcement. Basic Requirements: Applicants MUST: (1) be a graduate of an accredited law school with an LL.B. or J.D.; (2) be a current member of a bar with a valid license to practice law in a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico; and (3) meet all specialized experience requirements as described in the vacancy announcement. AND Specialized Experience: For GS-15, you must have one year of specialized experience at the GS-14 grade level, or equivalent, in the Federal service. Specialized experience for this position include: Experience analyzing and applying laws, rules, regulations and related authorities concerning government ethics laws, the Hatch Act and its implementing regulations, the Federal travel regulations, the Federal criminal conflict of interest statutes (18 U.S.C. 201-209) and guidance issued by the Office of Government Ethics (OGE); AND Experience providing substantive legal reviews of Financial Disclosure reports for compliance with applicable conflict of interest statutes and regulations; AND Experience supervising legal staff who provide, oral and written legal opinions/advice on the government ethics rules; AND Experience providing effective advice on difficult and novel legal issues, managing a heavy workload and developing and maintaining highly collaborative and productive working relationships with staff, clients, other agencies and stakeholders, and the public. AND For the GS-15, you must: Have a professional law degree (LL.B. or J.D.), plus five (5) years of professional legal experience, at least one of which must be specialized experience at a level of difficulty comparable to the GS-14 level in the Federal service. OR Have a second professional law degree (LL.M.) plus four (4) years of professional legal experience, at least one of which must be specialized experience at a level of difficulty comparable to the GS-14 level in the Federal service. OR Have a first professional law degree (LL.B., or J.D.), plus superior law student work (academic standing in upper 1/3 of the law school graduating class, high-level honors for academic excellence in law school, winning of a moot court competition with other law schools, significant work or achievement on the school's official law review, significant summer clerkship or other evidence of clearly superior achievement) plus four (4) years of professional legal experience, at least one of which must be specialized experience at a level of difficulty comparable to the GS-14 level in the Federal service. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education

Attorney positions do have an education requirement.

Applicants must be a graduate of an accredited law school with an LL.B. or J.D. For positions with an education requirement, you MUST submit a copy of your transcripts or equivalent. An official transcript will be required if you are selected. In addition you must provide proof of bar or your bar number in the vacancy questions.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
