The primary purpose of this position is: Principal advisor to the Director, DAF SAP Central Office (DAF SAPCO) for planning, directing, organizing SAP Legislative Liaison/Governance activities, inquiries, and responses.
Duties
The incumbent serves as the DAF SAPCO Legislative Liaison/Governance Program Manager, and the point of contact for all inquiries from AF Legislative Liaisons.
Integrates strategic analysis with the overall communication of the mission, vision, and objectives of the DAF SAPCO.
Maintains contact with the DoD and Service Component SAPCOs to obtain necessary information or policy viewpoints, resolve differing opinions, or coordinate significant policy decisions.
Confirms information on highly sensitive matters, verifies data, and utilizes contacts to assist with the preparation of read-aheads, status reports, and background papers for leadership.
Receives or initiates research projects, determines overall objectives, and establishes priorities for accomplishment.

- This position has been designated by the DAF as a Testing Designated Position (TDP) under the DAF Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
- Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the DAF, national security, and public safety
- Employee must pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter
- Employee may be required to take a counterintelligence scope polygraph examination, as required for SAPs
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft at 25% or less of the time
- The employee may be required to work overtime
- Considerable knowledge and experience in physical and information security is highly desirable. Specific knowledge and experience with SAP and SCI security procedures is also highly desirable

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: knowledge of the workings of the Congress and the protocol and procedures that apply in dealing with its principles and staff members to solve constituent inquiries, Ability to exercise insight, judgment, and diplomacy for establishing and maintaining effective relations between senior DAF leadership and Congressional contacts. Comprehensive knowledge of a wide range of established concepts, principles, and practices as they relate to Legislative Affairs, gained through experience and skill in applying this knowledge to difficult and complex assignments. Establishing and maintaining a working relationship with individuals who have a direct effect on DAF programs and missions. Analyzing complex, multidimensional issues. Planning, organizing, developing, and/or overseeing studies or projects, and negotiating effectively with management to accept and implement recommendations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of a wide range of established concepts, principles, and practices as they relate to Legislative Affairs, gained through experience and skill in applying this knowledge to difficult and complex assignments.
2. Knowledge as it pertains to SAP principles to include knowledge of processes, procedures, forms, information, and requirements related to sensitive activities.
3. Through knowledge of the workings of the Congress and the protocol and procedures that apply in dealing with its principles and staff members to solve constituent inquiries, Ability to exercise insight, judgment, and diplomacy for establishing and maintaining effective relations between senior DAF leadership and Congressional contacts.
4. Ability to work effectively under pressure with short deadlines. Ability to analyze facts, identify problems, report findings, draw conclusions, and recommend corrective or other appropriate action. Ability to interpret and apply regulations, procedures, and/or precedents to provide advice and solve specific problems. Communication skills, both written and oral, are a must. Ability to modify standard practices. Ability to resolve discrepancies and conflicts in a timely manner.
5. Knowledge is essential to research issues, appropriately task DAF activities, and formulate senior-level responses on behalf of the SecAF, USecAF, and Service Chiefs. Superior written and oral communication skills. Work with the expertise of ACTS database and computer management technologies to archive and transact inquiry communications.
6. Ability to consistently provide competent, professional, and effective security guidance across a myriad of functional environments. Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience and present and/or justify a position effectively. Ability to plan, organize, develop, and/or oversee studies or projects, and negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial DAF resources, require extensive changes in established concepts and procedures, or may conflict with previous planning and programming actions.
CONDITIONS OF EMPLOYMENT CONT.
DoD Security Fundamentals Professional Certification, and Special Program Security Certification conferrals are required within two years of established employee EOD or initial assignment date to this position in accordance with DoD 3305.13- M, DoD Security Accreditation and Certification and AFI 36- 2645, Security Professional Certification and Development. The listed certification requirements may not be deleted or modified without the written approval or the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.
Incentive for Leave Accrual - A newly appointed or reappointed employee may receive service credit for prior work experience or active duty uniformed service that otherwise would not be creditable for the purpose of determining his or her annual leave accrual rate. All creditable service must be directly related to the duties of the position being filled and decisions to allow for such credit must be finalized prior to the selectee's entrance on duty.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
