About the Position: This position is with the U.S. Army Medical Command (MEDCOM), Medical Readiness Contracting Office - West (MRCO-W) - Central, located at Fort Bliss, Texas. To serve as a contract specialist or as a contracting officer, responsible for a variety of regional contracting actions that include, but not limited to pre-award/post award functions on the specialized area of health care contracting.

Duties

Perform pre-award and post-award functions for procurement involving complex long term contracts on highly specialized, extensive, new or innovative equipment/supplies and services of significant importance. Terminate highly specialized and/or long-term complex contracts that affect a wide range of procurement activities or contractors' operations. Analyze and evaluate cost and pricing data elements to determine price reasonableness for major acquisitions with limited precedent data available.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • One year trial/probationary period may be required.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • The position requires the incumbent to travel and work at an alternate duty station (TDY) for up to 10% of the work calendar year.
  • The employee is required to meet the certification requirements for ACQUISITION LEVEL III as a condition of employment.
  • Completion of all Defense Acquisition Workforce Improvement Act (DAWIA) requirements for the position in contracting is required as a condition of employment.

Basic Requirement for Contract Specialist : Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes analyzing acquisition packages and documentation in order to ensure accuracy; understanding of Government and agency business practices, including statutes, regulations, policies and procedures; developing pre-award and post-award specialized contracts for commercial items; acquiring a wide range of supplies and services through the issuance of formal requests for proposals and contract vehicles of all types. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
