The incumbent serves as the Program Analyst for Quality Management (QM) Department at the Central Alabama Veterans Health Care System Medical Center. The Program Analyst position is responsible for the administrative management of the Controlled Substance Program with the final authority resting with the Chief of Quality Management.
Duties
DUTIES
The incumbent is responsible for constant surveillance, evaluation and planning to ensure efficient utilization of space based on constantly changing and ever-increasing program demands. Review outgoing correspondence under the supervision of the Chief for determination of accuracy of information, proper composition, proper format, and whether such correspondence conforms to current VA policies, instructions, and regulations, as well as the viewpoint of the Chief. Provides advice regarding composition of correspondence and furnishes information regarding Medical Center procedures, directives, and policies to services/programs that function under the supervision of the Service Line, as requested. Maintains confidentiality of all office matters and executes discretion in the release of all information. Maintains confidentiality of QI documents in accordance with 38 USC 5705 and VA Regulations 17.500-17.511.
Duties include programmatic oversight and leadership for the program, as well as the coordination of monthly controlled substance inspections, the submission of monthly summary reports (inclusive of discrepancies and related responses from area supervisors) and quarterly summary reports regarding problematic trends identified, to the Medical Center Director (through Quality Management). He/she must ensure that the medical center follow the details outlined in the Controlled Substance Policy and VHA Handbook 1108.02.
Incumbent is responsible for the development and implementation of policies and procedures for the Service. The incumbent will recognize the need for new policies and bring such policies to the attention of the Chief. The policies and procedures dealt with are for all the various aspects of the QM Department including Peer Review, Systems Redesign, Performance Improvement, Patient Safety, SAIL, and Control Substance. The incumbent is responsible for ensuring effective relationships with employees within the medical center as well as other VA's, facilities, and/or agencies.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/01/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 09 position you must have served 52 weeks at the GS 07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 07 in the normal line of progression for the occupation in the organization. The Program Analyst position is responsible for the administrative management of the QM Program with the final authority resting with the Chief of Quality Management. Key functions of the position include assisting in strategic planning; creating and maintaining statistical data for decision-making purposes; monitoring the data collected for the clinical programs; developing and updating policies pertaining to the administrative and operational activities of the service; provide facility oversight for compliance with Medical Center Memorandums to include website updates; and developing scientific methodology as well as tools to evaluate program activities and effectiveness.

To qualify based on education for this grade level you must have master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of progressive higher-level graduate education.

Physical Requirements: The work is mostly sedentary and requires a substantial amount of interaction with a personal computer. The Incumbent walks to and from meeting, performs space, supplies, and equipment inventories, and frequently carries papers and books weighing less than ten pounds.
