The Management and Program Analyst position is located at the Robley Rex VA Medical Center in Louisville, KY. The incumbent reports to the Activation Program Manager and will provide support to the Activation program and program support for the Services/offices under the Associate Director, Resources. The Activation Program includes the development, planning, coordination, and activation of major construction and lease projects.
Duties
Duties includes but is not limited to:
Responsible for the administrative execution of the Activation program and assists the Activation Program Manager with overall planning and administration.
Analyzes and evaluates the effectiveness of Activation operations in meeting established goals and objectives.
Responsible for developing life cycle cost analyses or performing cost benefit or economic evaluations of the Activation program.
Develops and writes justification to support funding requests.
Advises the Activation team regarding the status and availability of funds.
Assesses the needs of the facility with respect to budget limitations to ensure the facility goals area accomplished within resource limitations.
The employee analyzes qualitative and/or quantitative comparison data and reports significant deviations directly to the Activation Program Manager.
Work Schedule: Monday- Friday 8:00am- 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/01/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of pulling data from multiple data systems, analyzing findings, note trending, and making recommendations on improvement initiatives and focusing on efforts, assisting in planning, organizing and carrying out duties involving multiple programs within time constraints, without direct supervision. Or experience may also include knowledge of planning and completed work assignments and projects effectively and efficiently organizing, directing, controlling, and coordinating activities in a timely and effective manner.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a related Ph. D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree (TRANSCRIPTS REQUIRED).

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first two years of graduate level education (TRANSCRIPTS REQUIRED).
