Duties

This announcement is open to: All Current Department of Defense (DoD) employees who reside or are currently employed in the Boyers, PA local commuting area, which includes the Pennsylvania counties of Butler, Clarion, Armstrong, Allegheny, Beaver, Lawrence, Mercer, Crawford, Erie, Venango, and Clarion; Ohio counties of Trumbull, and Mahoning; and all cities existing in Pennsylvania or Ohio within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties. As a PROGRAM ANALYST you will be responsible for the following duties:

Requirements

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GG/GS-11) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Specifically you will be evaluated on the following competencies: 1. Communication Skills: Ability to effectively communicate in writing and orally to internal and external stakeholders to further activity. 2. Management Analysis: Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization. 3. Stakeholder Management: Concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative). 4. Program Planning, Review and Evaluation: Continuing analyses of program effectiveness, efficiencies, cost effectiveness, schedule adherence and measurement of program accomplishments and results.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
