This vacancy is for a Human Resources Specialist (Information Systems) in the Office of the Secretary, Office of Human Resources Information Technology (HRIT), within the Department of Commerce (DOC). In this position you will serve as an expert on HR applications to keep the DOC's strategic use of HRIT effective and competitive, while also providing recommendations on the continual improvement of HR data, IT systems, and HRIT-enabled functions across the Department.
Duties
As a Human Resources Specialist (Information Systems), you will:
Serve as an expert on HR applications to keep the DOC's strategic use of HRIT effective and competitive, while also providing recommendations on the continual improvement of HR data, IT systems, and HRIT-enabled functions across the Department.
Develop standard templates and data/information displays that communicate complete information in insightful ways that leverage human resources information technology (HRIT), evaluating workforce data, conducting strategic workforce planning, and gathering and communicating requirements for potential products and/or services.
Provide a robust data visualization platform to translate complex business needs, requirements and strategy, multiple data sets and other data points into conceptual, relevant, and straightforward dashboards, visual tools, reports, and analytical solutions.
Conceive, prepare, and communicate an extensive range of complex data visualizations, dashboards, graphics, computational models/tools, or written/oral assessments related to significant workforce issues.
Implement innovative analytic and technology-focused solutions and to diagnose organizational challenges; improve operational effectiveness, including eliminating labor-intensive, manual human resources (HR) processes through strategic automation; and assess workforce health and performance effectiveness.

Qualifications
Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This position is being filled under the DOC Alternative Personnel System (CAPS). The system replaced the Federal GS pay plan structure. Under CAPS, positions are classified by career, pay plan, and pay band. Non-supervisory positions cap out at interval 3 of the band.
The ZA-IV is equivalent to the GS-13/14 grade levels.
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
To qualify at the ZA-IV level, you must possess one full year (52 weeks) of specialized experience equivalent to the ZA-III or GS-12 in the Federal service. Specialized experience is defined as experience:
Providing expertise and technical assistance in Human Resources (HR) automated systems, procedures, and applications; and
Assists in making enhancements to human capital operations with new or improved automated systems or technology; and
Managing HR applications or systems in accordance with established policies, procedures, and standards to meet the performance goals and objectives of an HR department.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
