This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Project Engineer and Contracting Officers Representative (COR) responsible for the enforcement of contract requirements on highly complex construction projects.

Duties

Serves as Project Engineer and Contracting Officers Representative (COR) responsible for the enforcement of contract requirements on highly complex construction projects. Investigates the need for contract change orders including consultations with the designer for design changes and makes recommendations to the Administrative Contracting Officer (ACO) based on site conditions. Ensures that all construction is accomplished in accordance with project plans, specifications, and proper quality control procedures. Receives and checks for contract compliance of technical submittals from the contractor such as shop drawings, catalog cuts, samples, certificates of compliance, plans and methods of operation, balance reports and test results. Makes pre-final inspection tour with interested parties, customers, using service, other Department of the Army and Corps of Engineer personnel, and records deficiencies requiring corrective action. Ensures that construction work and government field activities are performed safely in accordance with Corps of Engineers' and industry standards. Coordinates the work with contractor personnel and representatives of the using service to ensure the timely and satisfactory accomplishments of all contracts. Conducts pre-final and final inspections of construction work tour and recommends acceptance or corrective action. Interacts with using agency, customers, contractors, designers, project managers and others to achieve successful construction management results.

Requirements

  • This position may require up to 25% travel away from the normal duty station.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Architecture, series 0808: Architecture Series Basic Requirement for Engineering, series 0800: Professional Engineering Specialized experience: One year of specialized experience which includes: reviewing contractor submittals; assisting in the preparation of plans and specifications, modifications, and cost estimates for construction projects; providing field engineering support for construction projects (i.e., marine construction, renovated/new buildings airfields, roads, railroads, utility systems, water distribution, sewers, mechanical and electrical systems, electrical distribution systems, navigation projects, environmental remediation, flood control projects); tracking and reporting progress against schedules and estimates; and performing quality assurance/ compliance review on contractor performance, contractor submittals, and all phases of the construction process. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
