This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Project Engineer and Contracting Officers Representative (COR) responsible for the enforcement of contract requirements on highly complex construction projects.

Duties

Investigate the need for contract change orders including consultations with the designer for design changes and makes recommendations to the Administrative Contracting Officer (ACO) based on site conditions. Discuss details of construction with contractor personnel, recommends changes to contracts and coordinates the authorizations with the ACO. Perform and advises others in the performance of actions for resolving change orders, claims, differing site conditions, contract delays, and value engineering change proposals and may include delivery orders. Assure all construction is accomplished in accordance with proper quality control and assurance procedures and governing plans and specifications. Ensure surveillance of the work to assure the contractor is conducting quality control operations to produce work in conformance with plans and specifications. Bring any deficiency to the attention of the contractor and extracts compliance. Receive and check for contract compliance of technical submittals from the contractor such as shop drawings, catalog cuts, samples, certificates of compliance, plans and methods of operation, balance reports and test results. Prepares comments to support approval/disapproval action of technical submittals for return to contractors. Assists the Resident engineer in planning the work program and need for inspection personnel in the project office. Assure reviews of contractor's records such as cost breakdowns, progress data and field inspection reports for computing periodic payment. Respond to issues raised by using agency representatives and obtains their involvement to resolve project issues.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5 CFR Part 2634, Subpart I USOGE, 6/08) upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: Must have one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes experience in administering construction contracts; performing quality assurance inspections of contract work; meeting with construction contractors and project stakeholders; reviewing construction submittals; reviewing construction schedules; reconciling design documents with field conditions; preparing field changes to design drawings and specifications; supporting or conducting negotiations for contract modifications; evaluating contract progress and verifying contractor pay requests; managing record drawings; enforcing compliance with contract requirements and with program guidance or similar work required for the position.

Basic Requirement for Architecture, series 0808: Architecture Series

OR

Basic Requirement for Engineering, series 0800: Professional Engineering
