Duties
This Transportation Security Specialist is located in International Policy and Programs (IPP), Policy, Plans and Engagement (PPE), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Plans and carries out complex and comprehensive analyses involving foreign aviation security programs, plans, and initiatives and reviews foreign airport Assessment program reports for the regulatory status of foreign locations.
Serves as a project manager or team leader in planning and conducting broad policy studies to evaluate complex aviation security policies, programs, and related technical matters to address aviation industry problems.
Analyzes trends, identifies problems and those factors most likely to impact security vulnerabilities and continued compliance with regulatory requirements, also identifies quality data sources for use in analyzing issues and assessing the impact of regulatory changes and proposed rulemaking changes/initiatives.
Prepares in-depth briefing papers, memoranda, and other documents for senior leadership in Transportation Security Administration (TSA) and the Department of Homeland Security (DHS) that address transportation security initiatives.
Facilitates communication and task completion between field and headquarters employees, and provides guidance to address diverse, complex international issues impacting the aviation industry.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes:
Providing technical advice or guidance on international transportation security laws, policies and regulations; and
Conducting analyses of transportation security regulatory programs, plans, and initiatives; and
Preparing and maintaining reports and presentations for senior federal officials on Transportation security programs.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
