This position is located in the Georgia State Office, Community Programs Office, USDA/ Rural Development. The incumbent is primarily responsible for program planning, policy development, administration, coordination and evaluation of the full scope of activities related to the State's rural utility and community facility loan, loan guarantee, and grant programs. Duties

Serves as the state's authority in Community Program policies and activities compromising the Rural Utilities Services (RUS) and Community Facilities (CF) programs. Evaluates community program operations by conducting or directing special studies and analyzing reports and materials on program activities and problems. Reviews and/or directs the review of loan dockets to determine conformance to policy and procedural requirements. Manages Community Program fund allocations. Participates as an active member of the state's management team.

Requirements

  • Males born after 12/31/1959 must be Selective Service registered or exempt.
  • Subject to satisfactory adjudication of background investigation and/or fingerprint check.
  • Successful completion of one year probationary period, unless previously served.
  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS13 grade level). For GS-13 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrates: Knowledge of Community Facilities and WEP programs and regulations. Strong Leadership skills. Flexibility as it relates to the multitude of issues that arise everyday while working through projects. Ability to multi-task both effectively and efficiently. Strong Public Relations/Customer Service skills. There is no education substitution for the GS-13 grade level. NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the GS-1165 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement.
