This position is located in the Georgia State Office, Business & Cooperative Programs Office, USDA/Rural Development. The incumbent is primarily responsible for program planning, policy development, administration, coordination and evaluation of the full scope of activities related to the State's rural business and cooperative development loan, grant, and loan guarantee programs.

Duties
Serves as the state's authority in Business and Cooperative Program policies and activities. Develops and makes policy decisions that will be in the best interest of the Business and Cooperative Program.
Evaluates business and cooperative program operations by conducting or directing special studies and analyzing reports and materials on program activities and problems.
Develops partnerships with other Agencies, State and local government and private lenders to create and retain rural businesses.
Establishing goals, objectives and priorities; advising employees on administrative and work-related matters; resolving complaints and handling problems related to discipline or performance.
Requirements
- You must be a US Citizen or US National.
- Males born after 12/31/1959 must be Selective Service registered or exempt.

- Successful completion of one year probationary period, unless previously served.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS13 grade level).
For GS-13 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrates:
Knowledge of Business & Cooperative Program policies & activities
Strong Leadership skills.
Flexibility as it relates to the multitude of issues that arise everyday while working through projects.
Ability to multi-task both effectively and efficiently.
Strong Public Relations/Customer Service skills.
There is no education substitution for the GS-13 grade level.
