Employee will serve as a Supervisory Facility Operations Specialist aligned within Engineering Service located at the New York Harbor Veterans Affairs Healthcare System, Manhattan, NY campus.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The primary purpose of this position is tasked with operating and maintaining 3 medical facilities as the technical expert in the fields of utility maintenance, operations, repair, and construction. Duties will include, but may not be limited to the following: Oversees the preventive maintenance and operations, implements utility operation, maintenance, and repair programs of all buildings and personal property of the medical facility and community-based outpatient clinics, including leased property sites throughout surrounding catchment area. Plans, directs, schedules, and supervises work performed by the Operation, Utility, Maintenance, and Repair shops. Ensures equity of standards and ratings between teams, evaluate leaders, approve selection for subordinates, and recommend leader selection. Resolves problems with section supervisors and contractors. Hears grievances, reviews disciplinary actions, identifies and provides training, evaluates contractor work, approves overtime, and recommends awards and position classification. Develops and implements methods to improve production, work performance, and increase quality of work. Maintains inventory and procurement of all equipment for all facilities. Establishes a preventive maintenance program and conduct life cycle assessments to determine the most cost-effective strategies for repairs and replacements. Manages the budget allocated to the maintenance and repair shops, includes: monitor expenditures, identify cost-saving opportunities, prepare budget proposals for approval. Reviews construction project drawings, statements of work, and scopes; makes recommendations to address issues with existing conditions, design features, cost, energy savings, and maintenance complexities. Manages contracts with vendors and contractors, both repair and service contracts. Must obtain Contracting Office II Certifications to be able to negotiate contracts, evaluate vendor performance, and ensure complains with contract terms and conditions. Manages the work order program review, validation, prioritization, and assignment of work orders submitted. Develops highly technical and complex policy development and oversees congressional and central office mandates. Assures that all facilities and operations meet the Joint Commission, Occupational Safety and Health Administration (OSHA), National Fire Protection Association (NFPA) and other applicable state, local, and federal codes and standards. SELECTIVE PLACEMENT FACTOR (SCREEN-OUT) - A Selective Placement Factor (SPF) has been identified for this position. AND SPECIALIZED EXPERIENCE: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. In addition to the experience described above for entry-level positions, specialized experience for this GS-12 grade includes: reviewing construction project drawings, statements of work, and scopes, making recommendations to address issues, such as with existing conditions, design features, cost, energy savings, and maintenance complexities; developing budget proposals for the maintenance and repair shops; and handling contracts with vendors and contractors. This position requires the candidate to be versed in different trades (HVAC, AC Mechanic Operator, Pipefitter, Electrical, Carpentry, Painting, and General Maintenance). A Quality Ranking Factor* has also been requested by the facility to help determine which of the basically qualified applicants are likely to be better qualified for a position. The quality ranking factor for this position is: Experience in a healthcare environment performing preventive maintenance and repairs on utility systems and minor building construction. *Quality Ranking Factors are skills, knowledge, abilities, or other worker characteristics which could be expected to result in superior performance on the job. Quality ranking factors will not be used for screening but may be used as ranking criteria. Applicants with higher proficiency levels may rank above those with lower proficiency levels on a quality ranking factor. PHYSICAL REQUIREMENTS: The work is primarily sedentary, although some physical effort may be required, e.g., occasionally lifting objects up to 50 pounds, working in hard-to-reach places, standing, walking, bending, crouching, climbing ladders, carrying light items such as plans, specifications, manuals, briefcases, driving or traveling by motor vehicle is required. May use manual dexterity and visual acuity to operate various tools, equipment, and machinery. Must be able to work in environments that may be noisy, dusty, or have other physical hazards with the proper Personal Protective Equipment (PPE). Must be able to work in confined spaces, heights, or outdoor environments in various weather conditions, e.g., extreme heat or cold with proper certification and PPE. The hospital environment can be unpredictable and fast-paced so must be able to adapt to changing situations quickly while maintaining physical stamina and focus. Must respond quickly and calmly to emergency situations, which may involve running or performing physical maneuvers to assist patients or staff members.
