THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a AIRCRAFT MECHANIC, Position Description Number D1525000 and is part of the HI 154 AMXS, National Guard.
LOCATION: 154th Maintenance Squadron (MXS), Hawaii Air National Guard, Joint Base Pearl Harbor-Hickam, Hawaii
Duties
SUMMARY OF DUTIES:The purpose of this position is to act as the crew chief with responsibility for directing the total maintenance effort on individually assigned aircraft. The work involves the total maintenance of complex, high performance military aircraft, ranging from multi-purpose heavy, multi-engine transports to the most modern sophisticated fighters and bombers. Fully responsible for providing detailed technical insight on individual aircraft's level of Mission Capability (MC), then develops and recommends a comprehensive course of action to maintain the aircraft at Full Mission Capability (FMC). All aircraft are fully integrated in and are part of the Total Force Mission of the United States Air Force. This position is responsible to fully prepare assigned aircraft for Aerospace Expeditionary Force/Wing (AEF/AEW) Operations around the world.
Directs, monitors, or performs overall maintenance, servicing, inspections, and documentation for one or more aircraft.
Ensures aircraft documentation and Maintenance Information Systems (MIS) accurately reflect the airworthiness of the Aircraft.
Performs in-process and final inspection of aircraft and components undergoing repair, overhaul and/or modification to verify and certify by signature adherence to work techniques, procedures and quality standards established by applicable publications.
Plans, develops, and conducts training during the technician work week to a multi facet workforce comprised of from 3 to 8 assigned military positions.
Prepares for and participates in various types of readiness evaluations, inspections, mobilization, and command support exercises and Operations Other Than War (OOTW).
Complies with safety, fire, security, environmental and housekeeping regulations. Ensures that material and equipment are properly and safely protected and maintained.
Performs other duties as assigned.

Requirements

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.

- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

Qualifications
QUALIFICATIONS REQUIRED: If your resume does not include a narrative description of how you meet the GENERAL, SPECIALIZED experiences, and OTHER requirements, you may lose consideration for this position. Ensure that the Questionnaire is completed on Application Manager.
GENERAL EXPERIENCE: Experience or training that has provided the candidate with the skill to remove and replace aircraft parts, accessories, and components, and to make adjustments and settings according to established specifications. Must be skilled in the use of hand tools and test equipment.
SPECIALIZED EXPERIENCE: In addition to journey-level, must have 18 months of experience or training equivalent to or exceeding the WG-10 or WU-10 grade level, positions at this grade level may include performing duties as a dedicated crew chief. Other positions may include responsibility for performing, coordinating, and/or overseeing the work and any periodic inspections to be done on an aircraft whether it is alone, or with the assistance of other mechanics and/or workers. Some positions may include coordinating the work of other journey-level workers in other trades to work simultaneously on the aircraft. Other positions may include serving as the technical authority to advise on, examine, and approve all airframe, mechanical, electrical, and pneudraulic repairs of assigned aircraft.
OTHER REQUIREMENETS:
For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
For positions requiring a security clearance (Secret or Top Secret), the applicant must possess or be able to obtain a clearance within one year of appointment.
PHYSICAL EFFORT: The physical effort required at this level is the same as that described at the grade 8 level.
WORKING CONDITIONS: The working conditions at this level are the same as those described at the grade 8 level.
MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709.
NOTES TO CANDIDATES:
a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.
b. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.
c. In addition to your application, documents of last performance appraisal, past civilian performance, letter of recommendations, and or military performance may be submitted.
d. Candidates may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment.

h. l. This temporary limited appointment may be converted to a non-temporary appointment without further competition.

n. This type of appointment is expected to extend beyond one year, not to exceed 4 years. Separation will be preceded by a 30-day notice when services are no longer needed. Permanent technicians will remain on permanent status if selected.
o. Selectee informed in advance of the reasons for, and conditions of this temporary promotion may return to his/her former grade when temporary action is no longer needed and may be affected at any time without adverse action procedures.
p. Temporary promotion may be extended for an additional two years, not-to-exceed four years, with National Guard Bureau approval.
q. Should the need for temporary time limitations placed on this position no longer exist, the Temporary Promotion may be converted to a permanent action without further competition.
