THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a AIRCRAFT MECHANIC SUPERVISOR (C-17), Position Description Number D0734000 and is part of the HI 154 AMXS, National Guard.
LOCATION: 154th Aircraft Maintenance Squadron, Hawaii Air National Guard, Joint Base Pearl Harbor-Hickam, Hawaii
Duties
SUMMARY OF DUTIES: The purpose of this position is to supervise workers, either directly or through one or more subordinate leaders and/or supervisors, in accomplishing the operations of a distinct organizational unit and to perform associated nonsupervisory work. The occupation and nonsupervisory grade level which best reflects the nature of the overall work operations supervised is Aircraft Mechanic, WG-8852-10.
Plans weekly or monthly work schedules and sequence of operations. Establishes deadlines and priorities based on established general schedules, methods and policies. Determines skills, materials and equipment required to do the work.
Assigns tasks to be performed. Explains work requirements, methods, and procedures. Instructs subordinates on new procedures or methods and provides assistance on difficult or new problem areas. Reviews work in progress or on completion.
Recommends and participates in the selection of personnel to fill vacancies. Schedules and approves leave of subordinates. Sets performance requirements and makes formal and informal performance appraisals. Determines training needs of subordinates and arranges for its accomplishment. Counsels employees on problems.
Performs the nonsupervisory work of the function as needed.
Implements regulatory safety requirements and ensures that subordinates wear appropriate safety equipment and follow pertinent safety precautions.
Prepares for and participates in various types of readiness evaluations, inspections, mobilization and command support exercises.
Performs other duties as assigned.

Requirements

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications
QUALIFICATIONS REQUIRED: If your resume does not include a narrative description of how you meet the GENERAL, SPECIALIZED experiences, and OTHER requirements, you may lose consideration for this position. Ensure that the Questionnaire is completed on Application Manager.
GENERAL EXPERIENCE: Experience or training which demonstrates that the candidate has the ability to organize assignments for subordinates, estimate material and manpower needed for specific jobs; able to explain manuals and work procedures; and to prepare production records, work records and reports.
SPECIALIZED EXPERIENCE: Must have at least 36 months experience. In addition to the journeyman level knowledge, experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations.
PHYSICAL EFFORT: Work involves climbing, stooping, standing, bending, stretching, and working in tiring and uncomfortable positions. Requires moderate to strenuous physical exertion. Lifts equipment and components weighing from 20 to 50 pounds and occasionally lifts weights up to 80 pounds such as generators, engine starters, and ejection seats with the assistance of weight handling equipment or other workers.
WORKING CONDITIONS: Works inside and outside, in inclement weather, on icy, wet, and slippery ramps, aircraft surfaces and work stands and in temperature and humidity extremes. Subject to the dangers from exposure to toxic fumes, high pressure air and fluids; fast actuating metal aircraft surfaces such as landing gears, speed brakes, missile doors and flaps; engine noise, heat, blast, intake suction, rotating propellers; explosive munitions; electrical voltage; cartridge actuating devices; liquid oxygen; fire or explosion of aircraft fuels, lubricants, paints and solvents.
Other Requirements: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license.
MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709.
CONDITIONS OF EMPLOYMENT:
1. Must be able to obtain and maintain the appropriate security clearance of the position.
2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

4. May occasionally be required to work other than normal duty hours; overtime may be required.

NOTES TO CANDIDATES:
a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.
b. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

l. This temporary limited appointment may be converted to a non-temporary appointment without further competition.

n. This type of appointment is expected to extend beyond one year, not to exceed 4 years. Separation will be preceded by a 30-day notice when services are no longer needed. Permanent technicians will remain on permanent status if selected.
o. Selectee informed in advance of the reasons for, and conditions of this temporary promotion may return to his/her former grade when temporary action is no longer needed and may be affected at any time without adverse action procedures.
p. Temporary promotion may be extended for an additional two years, not-to-exceed four years, with National Guard Bureau approval.
q. Should the need for temporary time limitations placed on this position no longer exist, the Temporary Promotion may be converted to a permanent action without further competition.
