A successful candidate in this position will serve as a Federal Training Specialist responsible for the execution and oversight of highly complex and specialized training programs at AOCC.

Duties

Maintains responsibility for coordinating and managing a wide variety of Nuclear Materials Courier training courses and curriculum implementation. Supports the Nuclear Materials Courier function by providing training supervision, instruction, and evaluation to training program participants. Serves as lead instructor responsible for implementing and providing oversight for training program policy. Serves as a certifying official for OST Nuclear Materials Courier training candidates and instructors for firearms qualification activities. Identifies training resources necessary for effective Nuclear Materials Courier training course implementation. Coordinates with OST mission leaders, other training specialists, contractors, procurement officials, and vendors to ensure fulfillment of required training resources. Provides updates to senior OST management officials. Conducts annual reviews of training materials, lesson plans, and identifies necessary revisions so course materials remain up to date. This position is a secondary position which requires prior experience as a Nuclear Materials Courier, which provides the knowledge of Transportation Safeguard Systems (TSS) activities and associated federal agent functions necessary to ensure that training drills and exercises, incident notifications and communications procedures are appropriate to the situations that are encountered during actual convoy operation.

NQ-2: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-01, NV-01, or GS-8. Specialized experience for this position is defined as experience demonstrating ability to manage a training program specially adapted for Nuclear Materials Couriers and knowledge of the Transportation Safeguards System and its applicability to the OST training programs. NQ-3: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02, NV-03, or GS-12. Specialized experience for this position is defined as experience demonstrating ability to manage a training program specially adapted for Nuclear Materials Couriers and knowledge of the Transportation Safeguards System and its applicability to the OST training programs. SPECIALIZED EXPERIENCE REQUIREMENTS Examples of qualifying experience include: - Experience as an instructor in areas such as military marksman, combat arms, basic training, standard communications, target assessment, and other courses normally associated with direct action, light infantry, military special operations, protective force, or law enforcement type training. - Experience in coordinating training program policies, identifying training resources, and conducting annual reviews of training materials. Examples of qualifying experience include: "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements within 30 days of the closing date of this announcement.
