The Training Specialist has specific responsibility in the areas of training course planning, development, modification, delivery, and evaluation. The Training Specialist develops, coordinates, and promotes a comprehensive program of staff education, supervisory education and leadership development activities with the goal of enhancing competence of staff, improving overall effectiveness in meeting customer needs and succession planning initiatives.

Duties

Major Duties: Makes planned systematic studies to determine the immediate and long-range training needs of the organization. Reviews and analyzes training and education efforts to determine the effectiveness of the training program on an ongoing basis. Modifies annual training plans to stay within guidelines established by regulation and top management to meet the annual training objectives. Provides training to Health Care facility staff, utilizing adult learning principles and appropriate teaching aids when applicable. Reviews, analyzes, and evaluates training courses and programs to assess their quality and effectiveness. Follows up on training to determine successful completion of assigned courses. Provides detailed guidance concerning survey procedures, available training courses, and course prerequisites for completing responses. Analyzes information obtained from surveys, including the All Employee Survey and the Best Place to Work Survey and submit recommendations to the Designated Learning Officer (DLO) regarding evident priorities and training needs. Participates in all phases of short and long range training program development, planning, implementation and evaluation with other facility education staff. Serves as a point of contact for training and development matters. Adapts or revises and courses when subject-matter or student problems are identified or produce original course content development and subsequent modification. Develops full-length courses and may perform validity and reliability studies as needed. Works with all facility staff to identify and develop continuing education programs. Is open to change and new information; rapidly adapts to new information, changing conditions, or unexpected obstacles. Arranges for training established and approved training plan in conjunction with the Workforce Development Committee. Makes logistical arrangements for in-house training, i.e. arranges for training facilities, works with training vendor/instructor to determine audio-visual aids and obtains required equipment. Schedules use of available training rooms for individual, small group, and large group training activities. Uses computers, software applications, databases, and automated systems to accomplish work. Provides managers and employees with information on the organization's Employee Development policies, procedures and guidelines. Answers questions based upon knowledge of regulation and policies and of similar situation and experiences. Performs work related to coordinating projects for the development and implementation of training courses. Establishes new contacts within and outside the agency to obtain needed information, often seeking it through direct interviews. Uses MS Word, MS Excel, MS Powerpoint, ProClarity or comparable software to execute several office automation functions. Protect files containing sensitive information, which is protected under the Privacy Act of 1974, VA Policy, and other applicable laws and regulations. Other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/07/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).; Supervising or administering a training program.; Development or review of training/course materials, aids, devices, etc., and evaluation of training results.; Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. OR, Graduate Education: Applicants may substitute graduate education for the required experience. To qualify based on education for this grade level you must have a PH.D. or equivalent doctoral graduate degree or 3 full years of progressively higher level graduate education (54 semester hours) leading to such a degree. Major study must be education or a subject area related to the position to be filled and demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPT REQUIRED) OR, Combination: Applicants may also combine graduate education and specialized experience to qualify at this level. You must have an combination of specialized experience and graduate education beyond 2 years (36 semester hours). (TRANSCRIPT REQUIRED) You will be rated on the following Competencies for this position: -Education and Training -Teaching Others -Learning -Planning and Evaluating -Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
