This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Operations Research Analyst position is assigned to the Program Executive Office, Command Control Communications-Tactical Network (PEO C3T), Business Management Division, Program Analysis Branch, located in Aberdeen Proving Ground, MD.
Duties
Establishes contractual data requirements for monitoring contractor performance.
Performs a broad range of cost and/or economic analysis assignments involving unique problems, requirements for creativity, innovative use of techniques, advanced approaches, and/or new technologies.
Designs and performs various analytical studies using scientific methods.
Systematically examines alternative courses of action in terms of effectiveness and cost to help clarify relevant choices and their implications.
Establishes working relationships to support and resolve problems and difficulties.
Plans, establishes, monitors, and participates in the control and responsibility for the formulation, presentation, and execution of Project Manager (PM) programs involving life cycle program plans, assigned systems, and equipment.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for Practitioner certification in the Acquisition Career Field Business - Cost Estimating (BUS-CE) within 60 months of entrance on duty.
- Business travel required up to 15% of the time.
- Selectee must be able to obtain and maintain a Secret security clearance.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Education Requirement: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
To qualify, your resume must describe at least one year of specialized experience which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled.
Specialized Experience NH-03: One year of specialized experience in the Federal service includes: 1) Utilizing scientific methods to perform OR design analytical studies; 2) Analyzing cost modeling to monitor production, cost and/or economic analysis requirements for assigned projects; 3) Formulating, defining, OR interpreting scientific methods to perform Cost Analysis. This typically includes work performed at the next lower grade/level (NH-02/GS-11) position in the federal service.
Specialized Experience NH-02: One year of specialized experience in the Federal service includes: 1. Accomplishing portions of a weapon system life cycle cost estimated to be included in various cost and economic analyses, 2. Applying methodology and standards for certification of cost estimates, and 3. Developing new methods of analysis and modeling for problems relating to cost analysis utilizing practical knowledge of computer applications. This typically includes work performed at the next lower grade/level (NH-01/GS-04) position in the federal service.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
