Duties

The United States Space Force (USSF) Headquarters Space Force Command (HQSF) at the Pentagon is searching for a Chief, HQ USSF Global Force Management (GFM) (NH-0343-04). Description: This position serves as the Chief, HQ USSF Global Force Management (GFM) providing executive leadership and expertise on all facets of USSF integration into current and future GFM processes, directly supporting the USSF's Chief Operations Officer (COO). Provides advice and expertise to USSF's COO to integrate USSF GFM processes, such as directed readiness, assignment, allocation, apportionment, and assessment, into force-management and force-planning constructs to support Department of Defense's (DoD) strategic direction. Informs strategic objectives as specified in strategic guidance documents, such as the National Security Strategy, Contingency Planning Guidance, the National Defense Strategy (NDS), the National Military Strategy, Defense Planning Guidance (DPG), and the Joint Strategic Campaign Plan (JSCP). Provides insight and informs force development processes to identify the size and type of future forces necessary to pursue a strategy with acceptable risk. Informs USSF's COO on proper assignment and allocation processes to inform the Secretary of Defense (SecDef) to posture and distribute USSF forces to enable CCDRs to conduct operations, activities, and investments (OAIs) to achieve strategic objectives. Ideal Candidate: Academic education at the Bachelor's degree level, with a Master's degree preferred; extensive GFM background and experience, as well as thorough knowledge of USSF capabilities, forces, and structure. Ideal candidates can articulately convey complex GFM issues to Service, Combatant Command, and Joint Staff colleagues and leaders. The best candidates will possess previous Service-level Headquarters experience supporting Service-level equities/forces for inclusion in GFM assignment, allocation, apportionment and directed readiness processes. These processes include development of Directed Readiness Tables (DRTs), GFM Implementation Guidance (GFMIG), GFM Allocation Plan (GFMAP), Forces For Commands Memorandum, and Apportionment Tables. Applicant should have in-depth knowledge of space operations and must have knowledge of DoD structures, missions, programs, policies, and organizational relationships. Candidates require the ability to effectively communicate both orally and in writing, to articulate complex highly technical concepts to stakeholders. Key Skills and Abilities: 1. Knowledge of the Department of Defense processes and Department of Air Force policy, procedures, and schedules for developing plans in support of major Space Force missions and operations plans. 2. Knowledge of Space Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. 3. Knowledge of the Space Force Strategic Basing process, such as the Basing Request Review Panel (BRRP), the Strategic Basing Executive Steering Group, and the Space Force Corporate Structure. 4. Knowledge of the relationship of the various Space Force entities involved in overall planning and execution of military operations and evaluations, and the way PPBE processes support them. 5. Knowledge of Space Force installations to include the interaction of Total Force partners (to include Air National Guard and Air Force Reserve). 6. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.7. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintains good working relations.

  • This position is on-site and eligible for telework, 2-4 days per period.
  • PCS funding is available.
  • Employee must be able to obtain and maintain a Top-Secret w/SCI clearance.
