Responsible for all budgetary cycles of formulation, presentation, execution and reporting, for all facility operating levels, at VA Western Colorado Healthcare System (VA WCHCS). Assists the CFO/AFO in everyday management responsibilities in close relationship with the Facility Director, staff and operating officials from the various Services of the Medical Center. Acts for the CFO/AFO in resolving job relevant internal matters within the Service.

Duties

Major duties include but are not limited to: Analyzes internal operations, current and future workloads, existing workflow, and procedures to evaluate the team's efficiency. Responsible for estimating and reporting on expected time of completion of work, and maintain records of work accomplishments and time expended and prepare production reports. Assists with prioritizing work while coordinating services to ensure timely submission of reports, correspondence and other work products within prescribed deadlines. Reviews and monitors work in progress as well as completed work of team members for accuracy, conformance to instruction and parameters of work ensuring efforts are coordinated between teams and adhere to regulations and guidelines as applicable. Reviews, researches, analyzes and interprets the numerous directives and other regulatory guidance from higher echelons to ascertain application to operations providing team members accurate and up-to-date information on financial management requirements and processes. Incumbent will provide on the job training for new employees while maintaining a current knowledge to answer questions of other employees on procedures, policies, directives, etc. and obtain needed information or decisions from the CFO and/or AFO on problems that come up. Performs technical oversight for duties involving maintaining the standard general ledger reporting system; analyzing report data which records transactions within the system for the purpose of correcting errors; recommending action on unfavorable trends, and preparing financial schedules for briefings. Assists Service Chiefs, or responsible parties, in building budget estimates reflecting a feasible budget execution plan. Provide budgetary training, advice, and support to management and fund control point officials. Perform substantive tasks related to funds control for the Medical Center including: apportionment, allocation, allotment, and sub-allotment of funds. Develops internal methods, procedures, and controls to ensure adequate funds control and effective execution of appropriations are made available to the organization, such as forecasting models, tools, and strategies for installation and command staff personnel to use in the planning, programming and budgeting processes. Proposes revisions of plans when major unforeseen events, developments, changes in requirements and budgetary personnel, limitations, and economic conditions occur. Coordinate the allocation and execution of funding with Service Chiefs, ELT members, and station and VISN level Fiscal staff to ensure efficient and timely use of funds. Responsible for analyzing variances from performance goals and make recommendations for improvements to higher echelons. Provides a wide range of analytical, technical, and advisory functions related to the budget formulation and execution processes, under tight timeframes and inflexible deadlines, on special assignment and non-recurring basis. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/26/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzes Historical date necessary for formulating the annual budget, assists in the preparation of the annual budget, formulates fund projections to be used by management in the effective operation of the Medical Center, working knowledge of the Veterans Equitable Resource Allocation (Model) and stay up-to-date with methodology changes, analyzes multiple year financial execution trends and develop predictive factors, researches historical fixed cost, variable costs, and one-time costs and determine the impact on total command resources, provides mentoring and oversight of the accounting and budget staff within Fiscal, development of a responsive system of reporting general management and financial date, compiles information from normal fiscal accounting and budgeting reports with combined data of a non-fiscal nature to produce comprehensive analysis in financial terms, analyzes variances from performance goals and make recommendations for improvements to higher echelons, assists in conducting internal audits to position descriptions to ensure that financial policies and procedures are being followed and are effective, analyzes internal operation, current and future workloads, existing work-flow, and procedures to evaluate the team's efficiency, provides a variety of budget and adhoc reports for Congressional Levels, VACO, VISN, and local management.
