This position is located in a Consolidated Patients Account Center in the organization of the Deputy Director of Operations with the position serving as the Facility Revenue Manager located on-site at a medical facility. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by consolidation of billing and collection activity supported by medical center based utilization review, data validation and customer service functions.

Duties

Serves as the Medical Center manager for revenue-related issues from both CPAC and Medical Center staff, and is responsible for the development, enhancement, and analysis of operational procedures between both administrative and clinical services to maximize collections. Serves as a revenue subject matter expert on local facility committees, Program Management Office workgroups, OCC committees and any national initiative aimed at enhancement of revenue activities. Performs assigned duties in a manner that promotes quality health care, outstanding customer service and maintenance of an environment committed to serving the Veteran. Responsible for coordination and management of the daily operations of revenue functions at his/her assigned medical center such as compliance, revenue data validation, customer service, monitoring of the core revenue related functions, reporting and liaison with Medical Center and CPAC leadership, Legal Offices, Regional Counsel, Congressional Offices, Care in the Community provider offices and other CPAC Departments. Advises and consults with counterparts and/or officials with higher and broader authority concerning problems involving work in the revenue program and its impact on broader programs, education, training needs for staff and training problems affecting the unit and other related programs Provides revenue utilization review support, addresses revenue reported issues and addresses OI&T issues as needed. Serves as the revenue educator for Veterans on service connection and/or special authority, repayment plans, hardships and waivers. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/15/2023. GS-09 Time-In-Grade Requirement: Applicants who are current VA employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. GS-11 Time-In-Grade Requirement: Applicants who are current VA employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: 1) Develops and provides monthly reports to the Health Information Management Chiefs - Business Office Manager (or comparable position), Compliance department and Management relating to encounters with a "Reason Not Billable" assigned and Not Coded. 2) Monitors the closing and creation, set-up, naming conventions and stop code assignments of new clinics within a facility and determines their designation as High Dollar such as surgeries, chemotherapy, dialysis, etc. 3) Analyzes information from the Non-VA/Fee Program through the Fee Basis Claims Software, Fee Payment Processing System Triwest PC3 Portal, Community Care Pre-Authorization Tool, Enrollment System, Computerized Patient Record System, CHOICE SharePoint and Community Care Reimbursement System to ensure to seek reimbursement for millions of dollars expended to pay for private-sector treatment for Veterans. 4) Educates Veterans on service connection and/or special authority, repayment plans, hardships and waivers. 5) Collaborates with Mental Health and Veteran Services to identify Veterans at High Risk and assist with billing concerns. OR, GS-09 Education (TRANSCRIPTS REQUIRED): To qualify based on education for this grade level you must possess a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, GS-09 Combination (TRANSCRIPTS REQUIRED): You must have an equivalent combination of specialized experience and successfully completed graduate education directly related to the work of the Financial Management Specialist position. For example, an applicant with 6 months of appropriate specialized experience equivalent to GS-07 (50 percent of the experience requirement for GS-09) and 1 year of successfully completed graduate education (18 semester hours), as is describe above, (50 percent of the education requirement for the GS-09) would qualify for a GS-09 position. GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. OR, GS-11 Education (TRANSCRIPTS REQUIRED): To qualify based on education for this grade level you must possess a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, GS-11 Combination (TRANSCRIPTS REQUIRED): You must have an equivalent combination of specialized experience and successfully completed graduate education directly related to the work of the Financial Management Specialist position, which may be used to meet the experience requirements for the GS-11 position. Physical Requirements: The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.
