Duties

You will effectively manage two or more major occupational health programs, such as asbestos, confined space, mercury, hearing conservation, lead respiratory protection, or workplace monitoring. You will prepare and issue procedures, instructions and other guidance concerning industrial health programs and related stressors. You will plan, direct or conduct detailed surveys and investigations related to the recognition, evaluation and control of industrial health hazards for specific programs. You will be a professional liaison with the industrial hygienists of the Naval Medical Clinic and other Naval Shipyards to coordinate efforts to implement industrial health protections of the Shipyard workforce. You will conduct inspections of worksites to observe work practices and environmental conditions for hazards to health and safety and detect violations of published health standards. You will evaluate the adequacy of controls for health hazards in initial and final plans and specifications for facility construction, alteration and repair, as well as modification or relocation of processes.

  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • The position requires moderate physical exertion including carrying equipment, climbing, standing, walking, bending, and working in confined or otherwise uncomfortable environments.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Qualifications for the GS-09 In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a Professional Industrial Hygienist conducting surveys to evaluate health hazards in industrial shops or similar work areas, use of the full range of industrial hygiene sampling techniques and instrumentation, and technical report writing. Qualifications for the GS-11 In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a Professional Industrial Hygienist conducting surveys to identify, evaluate and control a wide variety of occupational health hazards associated with shipyard work, in addition to planning, implementing and evaluating an industrial hygiene program. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual. Applicants must possess:
The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Applicants must meet one of the following requirements:
- A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; or
- A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; or
- Certification from the American Board of Industrial Hygiene (ABIH). Courses in the history or teaching of chemistry are not acceptable.

Substitution of Education:
GS-09:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
A combination of experience and graduate education as described above that equates to one year of experience

GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. degree

A combination of experience and graduate education as described above that equates to one year of experience.
