The Administrative Officer (AO) has full responsibility to plan, schedule, and carry out the administrative management of Community Care, including human and financial resources, management analysis, procurement and contract services, supply, space, and property management.

Duties

Serves as principle administrative advisor and coordinator for the numerous and varied programs within Community Care. Responsible for the day-to-day Service operations and administration, identifying areas requiring attention and recommending course of action to the Chief of Community Care. Directs administrative support services to ensure that inquiries, correspondence, and actions for the area of responsibility are addressed appropriately. Develops information papers and correspondence on wide variety of administrative functions. Reviews and evaluates completed staff actions (memos, reports, studies, fact sheets, information papers) for overall quality of the document, appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with policy. Contacts the originating office to recommend changes, etc. before documents are forwarded to higher levels. Articulates the reasons for changes to Directors and senior staff in order to facilitate timely and accurate revision. Develops short and long-range plans, conducting systematic reviews and assuring documentation and reporting of Service transactions, activities, workload, productivity, FTE allocations, clinical mapping, etc. Evaluates the activities of Community Care programs with respect to economy and efficiency, and provides administrative advice and recommendations in the field of outpatient/future inpatient health care planning, organization and management to the Chief of Community Care. Supports management by serving on various committees, whose investigations and findings have an impact on fiscal aspects as well as health care delivery. Plans and conducts detailed management studies and analyses to determine the impact of major medical facility reorganizations and changes. Compiles and analyzes facts, develops plans, and performs extensive coordination. Prepares comprehensive reports with findings and recommendations based on varied management and administrative considerations that will ultimately resolve problems or improve existing processes. Work Schedule: Mon - Fri 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge of VA policies, HR policies and processes, contracting, supply, property management, records management, financial and budget management, administrative management, etc. to ensure compliance with established policies, practices, controls, and Joint Commission requirements. Advanced knowledge of management analysis principles and concepts; a thorough knowledge of IHS mission, functions, goals, objectives, organizational structure and individual program responsibilities as they relate to the Service and the Medical Center. Thorough knowledge of analytical and evaluative methods to apply qualitative and quantitative techniques to measure productivity, effectiveness, and efficiency of administration of IHS activities and to provide the manager and other supervisors with feedback and guidance to improve programs. Advanced knowledge of process improvement concepts to develop and recommend program improvements for effectiveness, efficiency, and timeliness of work operations. Advanced knowledge and ability to analyze administrative programs, methods, and procedures and identify problems and potential problem areas, and develop written and oral recommendations for improvement. Knowledge of computer systems. Knowledge of pertinent laws, regulations, policies and precedents, which impact on the programs administered. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. You will be rated on the following Competencies for this position: Analytical ThinkingCommunicationCritical Thinking Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing and bending.
