Serves as the AO to the Integrated Wellness Center and Whole Health Section at the Orlando VA Healthcare System. Works collaboratively and strategically with the Whole Health Program Manager, facility leadership, and Service Chiefs throughout the Healthcare System and VISN 8. Has specialized knowledge of the clinical and administrative aspects of the Whole Health Program, a major VHA initiative including, proficiency in clinic profile management, and the ability to foster transformation.
Duties
Duties consist of the following, but are not limited to:
Reports Directly to the Section Chief, Integrated Health and Wellness and serves as the resource to the Whole Health Program Manager for administrative procedures and processes.
Researches and coordinates corrections for clinic encounter inaccuracies.
Takes appropriate actions to correct the errors and/or works with the staff to correct them, providing education on the issues with the encounters requiring action.
Independently researches issues with consult completion, assists staff with completion if needed, and produces report for management on the status of consult completion and encounter errors.
Analyzes current data management procedures and practices to determine how effectively current goals are being met and how services could be improved.
Utilizes comprehensive knowledge of Whole Health Program to determine the need for automation or for update of automation and recommends the most appropriate and cost-effective method.
Performs analytic reviews and engages in special projects to improve Whole Health Program efficiency in support of daily, unique and emergent situations.
Conducts queries within VHA's Veteran Support Service Center (VSSC) and the Office of Patient Centered Care and Cultural Transformation (OPCC&CT) for Whole Health Program staff productivity, outpatient access and wait times.
Assumes responsibility for basic implementation and basic maintenance of Whole Health Program systems for all functional areas of the program.
Conducts vulnerability/risk assessments of program areas that are subject to be fraud/waste and abuse.
Coordinates preparation for internal and external review programs such as Joint Commission (JC), Office of Inspector General (IG), etc. Reviews, implements and ensures enforcement of VA government policies regarding accreditation standards and ensures such policies and standards are incompliance with accreditation organizations such as Joint Commission.
Assists with creating, maintaining and management of new and existing clinic location requests, note titles and templates within the Computerized Patient Record System (CPRS).
Serves as the Whole Health Program Education Liaison and Education Coordinator by planning education programs, creating and implementing the Whole Health Program education plan and in scheduling the training sessions.
Functions as a timekeeper under the direction of the Program Manager, approves time and leave, manages whole health scheduling in lieu of the supervisor.
Provides assistance for the budgeting and financial management for the Whole Health Program.
Participates with Whole Health Program staff in reviewing office supply needs.
Monitors balances, and status of projects and equipment, and recommends reprogramming of funds needed and justifies requests for reprogramming.
Verifies that obligations and expenditures occur on a timely basis in accordance with the financial plan and regulatory controls and are within amounts obligated.
Reviews financial reports and resolves discrepancies with the appropriate accounting office.
Executes HR administrative management responsibilities pertaining to recruitment, selection, promotion, awards, and training activities to help ensure compatibility with staffing plans, personnel ceilings, and funding levels.
Works with staff in the use of Talent Management System (TMS), to solve TMS problems and issues, and allow them to complete their required education programs.
Develops training programs for users of service level personal computers and software packages.
Work Schedule: Monday-Friday, 8:00 a.m. - 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/13/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Specialized experience is defined as analyzing current data management procedures and practices to determine how effectively current goals are being met and how services could be improved; creating computerized files, templates, and databases to obtain automated clinical and administrative data; preparing budget packages for submission and directing execution once approved; establishing, organizing and maintaining a system of internal controls for the daily management of funds; executing HR administrative management responsibilities pertaining to recruitment, selection, promotion, awards, and training activities to help ensure compatibility with staffing plans, personnel ceilings, and funding levels; collaborating with media relations to distribute press releases and organize public relations events

Preferred Experience:
Prior health administration experience and knowledge of scheduling appointments.

Physical Requirements: The work requires sitting, standing, bending, and carrying light items such as books and papers. No special physical demands are involved in performing the work. Intermittent travel between campus locations will be required.
