This position is location in the Veterans Health Administration (VHA), Health Eligibility Center (HEC) Enrollment Standardization Office (ESO). This position serves as the first-line supervisor to a team (GS-6-12) within the Community Veterans Engagement Team (CVET). The teams within the CVET are Procedures, Communications, Research and Outreach Scheduling Team and the Outreach Delivery Team.
Duties
The incumbent reports to the ESO Associate Director. The VA Health Eligibility Center (HEC) is VHA's authoritative source for enrollment and eligibility activities that support the delivery of VA health care benefits and is responsible for ensuring the integrity of VA's enrollment system. The Enrollment Standardization Office (ESO) business line has primary responsibility for broad oversight of Enrollment and Eligibility initiatives involving directing, administrating, coordinating, and planning national training programs with VA medical facilities nationwide.

The incumbent serves as an authoritative source and subject matter expert (SME) on VA's enrollment eligibility program and performs the following major duties that support those summarized above.
The incumbent will communicate directly with VISN and medical center points of contact on enrollment and eligibility outreach activities.
The incumbent is responsible for providing oversight of national enrollment and eligibility outreach program including tracking and reporting, establishing policy and procedures, communications, training, research, scheduling, and delivery.
In the Associate/Deputy Associate Director's absence, the incumbent is delegated responsibility to act on behalf of the Associate Director for ESO.
As the ESO activities impact directly on the medical care of Veterans at all VA facilities nationwide, the incumbent is responsible for participating in many VA national committees and representing HEC and Member Services nationwide at meetings, conferences, and VA sponsored conventions when the Associate/Deputy Associate Director is not available.
Work Schedule: Monday - Friday, 8:00am to 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position is authorized for telework within a 50 miles radius of a Member Services Health Resource Center location (please see locations).

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.
1. Developing program mission objectives, and strategies surrounding outreach delivery, skills-based training, and outreach material development, leading to more effective outreach events.
2. Creating and editing tools in a variety of information technology applications.
3. Identifying existing and potential problem areas, suggesting solutions or alternatives related to VHA enrollment and eligibility outreach.
4. Preparing presentations, white papers, and reports.
5. Serving as mentor to junior analysts and identifies training needs and conducts training sessions.
