This position is located in the Office of Policy & Oversight (OPO). OPO administers the programs and activities for ten business lines/program offices within the Department of Veterans Affairs, Veterans Benefits Administration. OPO is responsible for the development of policy, procedures, training, systems requirements, innovation, and oversight of each of these business lines/program offices. OPO is responsible for technical operations, managing programs; program strategies and other duties.

Duties

Specific duties include: Assists OPO leadership with the development, implementation, and monitoring of nationwide operational controls for VBA's business lines/program offices. Identifies trends, problem areas, inefficiencies, and inconsistencies in operations. Consolidates and reviews analytical and evaluative activities, which determine the direction and scope of OPO's program operations, and which impact the quality and consistency of services provided to service members, Veterans, survivors, and dependents. Prepares, compiles, reviews, performs analysis, and submits program data required for the review of all business lines/ program offices that fall under OPO. Evaluates and interprets directives and policy instructions for impact on VBA-wide operations. Conducts business line/ program reviews and evaluations; initiates actions to maintain effectiveness, efficiency, and promote continuous improvement in program outcomes. May prepare for OPO leadership's review and signature, assorted memorandums, letters, responses to stakeholder inquiries and other written communications as required. Exchanges and communicates complex information, coordinates and advises on work efforts and projects, coordinates subordinates and peers in order to meet deadlines and satisfy both internal and external requirements. Monitors program accomplishments/progress and identifies actual or potential problem areas, trends, significant program accomplishments, merit and deficiency situations, areas of imbalance or other similar factors. Reviews programming documents to determine their effect on OPO's mission. Demonstrates effective communications skills verbally and in writing on a daily basis. Is able to maneuver difficult and complex situations with clear and respectful communications. Provides analytical support for responses to Congress, OMB, the White House staff, media, and other sources regarding special inquiries regarding VBA-wide operations. Provides program leadership to ensure commitments to and from various stakeholders are met and OPO targets are achieved. Effectively resolves conflicts between and among stakeholders with competing agendas and interests, while maintaining cohesiveness in program effort and direction. Keeps the Assistant Deputy Under Secretary for Policy & Oversight (ADUS) and other OPO leadership apprised of the organizational climate. Identifies actual or anticipated problems, communicates with managers, and provides consultation on program administration matters. Provides comprehensive briefings to senior level management when necessary to facilitate VBA and VA leadership decisions. Prepares various reports, guidance documents, legislative proposals, rulemaking documents, and executive correspondence, all of which have national program impact and may impact both internal and external audiences and stakeholders. Prepares correspondence in response to congressional inquiries. Performs other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-14. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:04/26/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-13 position you must have served 52 weeks at the GS-12 level. For a GS-14 position you must have served 52 weeks at the GS-13 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-13 Grade Level: Specialized Experience: Mastery of knowledge of a wide variety of techniques for fact finding and analysis of a myriad of production and performance-based data. Ability to plan and execute a variety of operational studies as directed that includes the creation and submission of reports, memoranda, action plans, and white papers as necessary. GS-14 Grade Level: Specialized Experience: Mastery of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness Display skill in planning, organizing, directing, and conducting complex studies on both historical and future issues Ability to effectively communicate orally in order to provide cohesive verbal information/briefings to senior level management, necessary to facilitate agency-wide decision/making by executive leadership. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is primarily sedentary although some slight physical effort may be required.
