Duties
Duties include, but are not limited to:
Program Management and Coordination (25%)
Under the direction of the Chief, CDCE/Voluntary Service, the incumbent is responsible for planning and leading philanthropic activities and programs within widely dispersed locations across the healthcare system, VA Administrations and State Veterans Homes.
The incumbent assists in all aspects of the development, coordination, and management of the CDCE/Voluntary Service Office to include, but not limited to, planning, establishing and implementing policy; developing short and long-range program goals and objectives; and managing, evaluating, and coordinating (internal and external) resources of across the service.
Event Planning: Incumbent plans and executes a variety of complex internal and external special events, including VISN-wide and national events where the local facility is a key host or sponsor, or responsible for securing major monetary or in-kind donations and volunteer support.
Personnel/Training (25%)
In the absence of the Chief, CDCE/Voluntary Service, may report to an executive leadership team member or designee.
Supervisory Duty: The incumbent provides technical and administrative supervision to subordinates which may include Specialists, Program Support Assistant, Secretary, or other administrative staff.
Supports and executes the work schedule for each volunteer and assignment across the healthcare system and associated VA programs in consultation with the employee(s) who will be leading the work to maximize recruitment and retention efforts and ensure that mission critical work is accomplished within established timelines and standards.
The incumbent supports performance management and evaluation process at prescribed intervals for all volunteers in collaboration with using departments and assigned personnel responsible for leading the work of volunteers.
Program Advocacy & Community Relations (25%)
The incumbent is responsible to oversee the implementation of the strategic and operational plans developed by the Chief, CDCE/Voluntary Service.
The incumbent leads and analyzes consultations with services across the healthcare system, agency representatives (including VHA, VBA, and NCA), and community officials to publicize, analyze, and recommend improvements for programs.
The incumbent oversees sharing agreements, such as Memoranda of Agreements or Understandings, to ensure these are updated annually or per the terms of the agreement, and reflect current policies and procedures mandated by both local and national guidance.
The incumbent manages, advises, and leads CDCE/Voluntary Service office staff on recruitment of volunteers, community partners, and resources to support the health care system operations and affiliated VA programs across Administrations.
Financial Management (25%)
Under the direction of the Chief, CDCE/Voluntary Service, the incumbent is responsible for fiscal management and accountability, including assisting in the preparation and ongoing monitoring of an annual operating budget.
The incumbent assists the Chief, CDCE/Voluntary Service in assuring sound fiscal operation of the CDCE/Voluntary Service Office through timely, accurate and comprehensive reporting, monitoring, and execution of fiscal responsibilities.
The incumbent monitors fiscal management and accountability through accurate reporting, documentation, and storage of all financial records and ensures compliance with national, VISN and local audits, and reports deviations and needs for systemic improvement to the Chief, CDCE/Voluntary Service.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1)coordinating and administering a volunteer program, to include recruitment, placement, and evaluation of personnel; using qualitative and/or quantitative methods for the assessment and improvement of program effectiveness; 2) serves as a local subject matter expert on volunteer and donation management; publicizes a program to recruit volunteers and accepting gifts and donations while abiding by laws and/or regulations; and 3)implementing and planning special events in the community and implementing national initiatives to advance the program mission.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have:
A Ph.D. or equivalent doctoral degree OR
3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related
OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond . I have equivalent combinations of completed graduate level education (beyond the second year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills and abilities necessary to do the work of the Volunteer Services Officer position and must have been obtained in an accredited college or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is moderately sedentary, although considerably variable. It requires a fair amount of standing, sometimes for long periods, walking, climbing stairs, and bending. Work may require some heavy to moderate lifting, transporting of materials, equipment and supplies for special events and other programs. Due to the diverse nature and scope of the work, it may require occasionally working in extreme temperatures (hot or cold).
