The primary purpose of this position is to provide the administration of multiple management and executive development programs, including tuition assistance and CB; provide a central AF referral system; implement Affirmative Action Programs; manage the PALACE ACQUIRE intern program; and develop policies and regulations pertaining to Intel career program administration.

Duties

DUTY 1: Plans, organizes, and directs the activities of Intelligence Career Program, ensuring compliance with legal and regulatory requirements and meeting customer needs. Directs the development of programs and activities designed to establish and/or enhance career management for the Intelligence functional community. DUTY 2: Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. DUTY 3: Represents the Directorate and promotes civilian career management goals at Policy Council meetings and other formal panel or committee meetings. Briefs functional leadership on career program activities, status of action items, and civilian personnel policy as it impacts operations. Keeps functional community apprised of new technology impacting methodology and provides constructive suggestions and assistance to facilitate successful transition; orients functional leadership as technologies emerge into program operations. DUTY 4: Develops methods and philosophy for promoting management advisory services. Directs and monitors analyses and evaluation of functional requirements, operations, organizations, and specialized skills required for positions and employees. Results are applied to advising/counseling managers and employees on such career management actions as career progression, training, assignment, etc. DUTY 5: Markets and advocates civilian career management. Determines extent, type, and coverage of program promotional material, information documents, and briefings to effectively publicize the program and obtain management support worldwide. Reviews proposed publications, briefings, and web site initiatives to ensure effective presentation and dissemination of material to both functional and personnel groups.

  • PCS cost will be paid IAW Career Broadening Policy under this agreement.
  • Career Broadening positions are managed by AFPC/DPCZ and are centrally funded.

  • Career Broadening also provides training and developmental opportunities at various organizational levels.
  • These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment
  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition

  • Travel by regularly scheduled commercial or military conveyances IAW Joint Travel Regulations may be required in performance of TDY
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0300/miscellaneous-administration-and-program-series-0301/ BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=Group-Standards In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Knowledge of, and skill in, applying advanced Human Capital principles, concepts and practices including a wide range of advanced staffing concepts and practices sufficient to serve as the HQ Air Force focal point for technical guidance on implementing and administering DCIPS. Expert knowledge and skills in developing and applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of DCIPS program operations to devise new organizational structuring options for complex, diverse organizations, realignment of functions, solutions to space/supplies/equipment issues, and/or staffing-level efficiency. Ability to identify and propose solutions to DCIPS problems or issues that are broad, important, severe, and for which previous studies and established techniques are frequently inadequate. Ability to advise MAJCOMS and installation-level personnel on the accepted principles and rules of judgment in analyzing contentious and complex individual staffing, placement and workforce shaping changes. Skill in conducting reviews and analyzing and assessing DCIPS program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements. Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through credible subject expertise, tact, courtesy and diplomacy; and must be able to impart critical timely information succinctly to senior decisionmakers. Ability to access or locate information through the use of a personal computer and software programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the laws, regulations, principles, and practices of civilian career management. 2. Knowledge of the Defense Civilian Intelligence Personnel System (DCIPS) and the ability to integrate a wide variety of emerging Intelligence Community (IC) functional and human capital management initiatives. 3. Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, and complex ISR workforce renewal challenges. 4. Knowledge of safety and security regulations, practices, and procedures. 5. Ability to communicate effectively, both orally and in writing 6. Ability to manage a small staff and carry out all phases of personnel management responsibilities
