Duties

This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health care Network (VISN 6), Fayetteville VA Medical Center (VAMC) which is aligned under the Director's Office in the Office of Corporate Compliance. The primary purpose of this position is to provide support to the Corporate Compliance Service and promoting a culture of integrity and preserve the Veterans' trust. Major duties include, but are not limited to: Being responsible for administrative and clerical duties for daily operations Providing technical and administrative leadership to the administrative, medical and ancillary professional staff as it relates to the integration and implementation of policies and procedures Maintaining, reviewing, and managing respective program offices' Records Inventory, File Plan, and providing updates to the facility Records Manager Maintaining processes such as helpline, suggestion box, or personal contact to receive complaints, questions and concerns regarding business practices and internal regulations Attaining and maintaining computer skills on a variety of software programs (e.g. word processing, file management, VISTA, Excel, PowerPoint, VSSC, ProClarity, BISL, etc) and utilizing communication tools such as MS Outlook and MS Teams Serving as Timekeeper Making necessary arrangements for meetings and other conferences including space, time, and attendance Knowledge of broad range of administrative services to plan, implement, carry out, and advise various activities relative to management/improvement Exercising sound judgement in interpreting and adapting guidelines such as policies, regulations, precedents, and work directions for application to specific cases and problems Providing administrative support and communicating with numerous services and other facilities to ensure the efficient and effective operation of the program in accomplishing goals. This includes compliance with agency policies and regulations and developing and submitting information that is accurate and timely to meet deadlines Serving as point of contact for Human Resources for newly hired personnel. Is responsible for preparation and processing of personnel actions Acting as training coordinator assisting in notifying and reporting continuing education training requirements Collecting, compiling, tracking statistical information and preparing complex data/reports related to administrative and technical support Reviewing documents, reports, and/or applications for omissions and inconsistencies, and ensuring data entry is complete and accurate This position requires you to be able to travel, therefore you must possess a current Driver's License (DL). Work Schedule: Monday - Friday 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience GS-05: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of clerical, administrative procedures and requirements, various office skills, and the ability to apply such skills; providing technical and administrative leadership to the administrative, medical, and ancillary professional staff as it relates to the integration and implementation of policies and procedures, with and across service lines; OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have four (4) years above the high school level. NOTE: Transcript must be provided if using education to qualify for the position; OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first 60 semester hours of education. One full year of academic study is defined as 30 semester hours. Example of qualified combination of experience and education: six (6) months specialized experience plus three (3) years above high school level education. NOTE: Transcripts must be provided if using education to qualify for the position. TYPING PROFICIENCY: This position requires the skill of a qualified typist. In addition to meeting the experience and/or education requirements listed above, you must be able to type at least 40 words per minute (WPM). DRIVER'S LICENSE: This position requires travel and you must possess a current Driver's License (DL) Preferred Experience: Prior experience as a Secretary, Program Support Assistant, or Administrative Officer. Experience with Microsoft Office Suite (e.g. Excel, Word, PowerPoint, etc.). You will be rated on the following Competencies for this position: ClericalCompliance InspectionCustomer Service (Clerical/Technical)Decision Making Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work of this position is primarily sedentary and is performed by sitting, standing, bending, and stooping. Work may include carrying files and picking up light objects. Work Environment: The work environment is typical of offices, meetings, and training rooms. At various times, the incumbent is required to walk and be on various medical/surgical and/or psychiatric wards within the medical center. The incumbent may encounter upset and frustrated, or highly emotional, veterans and their caregivers or family members who may need soothing in order to obtain the proper data and information so that appropriate problem identification may be made. Travel Requirements: Occasional travel is required to provide support at conferences, work groups, programs, or meetings. Travel may involve the use of private and/or commercial conveyance.
