About the Position: The Army Contracting Command (ACC-DTA) provides comprehensive acquisition, contracting, business advisory, production support, and depot-level maintenance services acquiring, fielding and sustaining TACOM, Life Cycle Management Command (LCMC) systems and supporting requirements. #ACC-DTA

Duties

Serves as Team Chief, Supervisory Contract Specialist, within the Command responsible for the acquisition planning, contract solicitation, proposal evaluation, contract negotiation, contract award, and contract administration. Provides technical oversight, develops performance plans, and evaluates employees' performance. Makes recommendations and decisions related to program planning and evaluation of long-range acquisition projects. Makes changes and recommendations that enhance acquisition programs. Advises officials with broader and higher responsibilities on acquisition issues. Conducts continuing review of in-process and completed work for the accomplishment of objectives and engages in quality reviews of individual work products. Provides procurement guidance on procurement-related issues. Works closely with program officials/requirements offices, provide recommendations, and assists with the preparation of the performance work statements/scopes of work. Negotiates objectives, participates actively in negotiation procedures, chairs, and/or participates in negotiation conferences with senior government officials and industry corporate officers. Guides Proposal Evaluation Boards and Past Performance Risks Assessment Groups. Ensures that socioeconomic goals are considered and that all contracts are researched for Small Business and Small Disadvantaged Business sole restriction before soliciting on an unrestricted basis. Performs contract management functions in accordance with Federal Acquisition Regulations and contractual agreements. Oversees for a variety of post-award actions. Provides objectives and goals, assigns work and responsibilities to subordinates. Provides technical oversight, develops performance plans, and evaluates employees' performance. Identifies developmental and training needs of employees; provide and/or arranges for needed development and training.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
  • This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • The duties of this position require occasional temporary duty (TDY) travel of up to 10% of the time.
  • Acquisition Back To Basics: This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Contracting Professional-C) certification within 36 months as of entrance on duty.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires certification per Federal Acquisition Regulation (FAR) and its supplements necessary to obtain a Contracting Officer Warrant.

Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
