Duties

This Program Analyst position is located Operations Support (OS), Enrollment Services Vetting Programs (ESVP), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Identifies and proposes technically sound and administratively compliant solutions to a range of recurring issues requiring considerable judgment to ensure that recommendations and approaches best meet TSA operational needs. Contributes to the development of long range strategic and short range tactical organizational goals, objectives and resource requirements. Uses automated systems and database to compile and analyze statistical and narrative data; identifies trends and isolates areas of concern. Develops options and alternatives to build on positive trends and mitigate negative ones; makes recommendations to prevent potential problems and bottlenecks. Assists senior personnel with extensive or complex research projects. May recommend unprecedented interpretations of guidance consistent with mission requirements and compliance with underlying statutes and exercises some discretion in advocating specific courses of action. Responds to inquiries from internal and external stakeholders, and serves as a technical specialist for operational aspects of assigned program(s). Assists with developing standard TSA responses to recurring questions and issue, and general informational materials; supports dissemination of coordinated and consistent messages using a variety of methods and media platforms. Develops and provides formal and informal presentations and briefings on program operations and activities for variety of audiences, including senior management and external stakeholders.

Qualifications

To qualify for the SV-G Pay Band (equivalent to GS-11), you must have one year of specialized experience at the SV-F or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such Specialized Experience defined as: - Familiarity with an organization's mission, substantive programs and activities, and the inter- relationships among programs; and) - Present oral communications delivering clear and convincing presentations to individuals or groups and facilitate an open exchange of ideas and communication. OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience defined as: - Promote an organization's mission, substantive programs and activities, and the inter- relationships among programs; and) - Utilize standard and specialized information management system(s), databases, and computer applications to support data collection, analysis, and reporting; and) - Generate written communications to develop presentations, create policy guidance and SOPs, and write materials for online resources to document program procedures clearly. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
