The Incumbent serves as the Budget and Financial Technician in the Facilities Management Services (FMS), at the VA Southern Oregon Rehabilitation Center and Clinics (SORCC), White City, Oregon, and is the primary person responsible for the day-to- day budget/accounting and acquisition aspects of operations within FMS.

Duties

MAJOR DUTIES: Initiates and prepares IFCAP procurement vehicles (2237s) to complete micro-purchases through Supply Chain Management (SCM). Prepares complete purchase requests and requests for contract actions, including, but are not limited to, sole source justifications, specifications and detailed statements work, special requirements, quotations, procurement vehicles,6500.6 security checklist, and all other items to submit complete contract packages to contracting. Incumbent acts as FMS Control Point Clerk for 30+ fund control points. Determines appropriate fund control points, cost center codes, and subaccounts, and obligates funding. Also determines individual appropriations to be used. Comprehends some standard accounting codes, classifications, and terminology related to Financial Management System (FMS) control points and procedures. Prepares 1358 obligations for GSA vehicles, fuel, and VA quarters rental reimbursements. TW worker pay and other miscellaneous obligations as necessary. Incumbent continually monitors and examines control point funding accounts, closes accounts, requests additional funding for accounts with the Chief's concurrence, prepares recurring budget forecasts and financial condition reports within FMS, and recommends budget proposals to meet program needs adequately. Utilizes the capabilities of the computer system to extract information needed by management for budget development, cost, and workload analysis. Builds complex spreadsheets for budget tracking outside the IFCAP system for better tracking. Monitors and administers annual maintenance and service contracts, including gathering data and technical requirements from a responsible technical staff. Tracks in depth contract deadlines and submittal cutoffs in depth to avoid any interruption of services. Works independently in contract tracking with only minor oversight of the Administrative Officer. Prepares detailed FORCE Action Requirements for purchase requests, which include, but are not limited to, detailed specifications, statement of work, estimates, specific project considerations, patient privacy issues, and procurement means (2237s). Performs duties assisting the FMS Secretary, Work Order Clerk, and, sometimes, the Administrative Officer in fleet management duties. These duties include assigning work orders, timekeeping, overseeing the key control program and government licensing program, pulling fleet reports, and other fleet duties as assigned. Memos and other correspondence may also be assigned as needed. Maintains official timesheets for all 96 FTEE by assisting with official timekeeper tasks. Submits requests for overtime and hazardous duty pay (asbestos). As stated above, the incumbent continuously reviews changes in rules and regulations related to time and leave situations peculiar to FMS. The incumbent remains up to date on all timekeeping training provided by the payroll department. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 04/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to, knowledge of budget/accounting and acquisition aspects of operations; ability to extract information for budget development, cost and workload analysis; initiating and preparing purchasing documents; negotiating with vendors on price adjustments or item returns; determining appropriate fund control points, cost center codes and subaccounts and obligating funding; receiving billing documents, validating data entry, certifying their accuracy and completeness; gathering data and technical requirements; knowledge of contract acquisition procedures; thorough knowledge of governing supply, acquisition and standard accounting requirements and regulations, policies, procedures and instructions applicable to the specific assignment; validates, transactions, monitors, and maintains balances; reconciles the accounts for control points. Note: Experience must be fully demonstrated and documented on your resume and must include job title, duties, month & year starting and ending dates and hours worked per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary. The employee may sit comfortable to do the work.
