The primary purpose of this position is to serve as the headquarters-equivalent senior analyst to plan, organize and determine the necessary strategies, processes, programs and procedures for the establishment and maintenance of the Commands and 19 AF's mission. Assists AF organizations with developing metric and analytical tools to assess efficiency and effectiveness.

Duties

Develops and administers Air Force-level initiatives or lines of effort (LOEs). Prepare and documents the technical and economic data to support the acquisition of complex, multifunctional 19 Air Force (AF) LOEs, programs, and services for the AF and Command. Develops, reviews, and revises 19 AF materials and key performance indicators. Directs, coordinates, and oversees project/study work. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff and subordinate unit organizations to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned programs. Represents the Command to all levels within the DoD, AF, and contractors/industry.

  • The employee may be required to work other than normal duty hours, with short to no advanced notice, which may include evenings, weekends, and/or holidays. Overtime and/or emergency overtime may be required.
  • The employee may be required to carry an electronic device (cellular phone/pager) to facilitate contact 24 hours per day 365 days per year unless on official leave or TDY.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Must obtain and maintain a SECRET security clearance.
  • This is a Term position NTE 36 months; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using “Reinstatement” (Cond't)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting professionalism education and initiatives. Knowledge of relationships with other programs and key administrative support functions within the Command organizations. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives. Knowledge of regulations, policies, and precedents which affect the use of program and related support resources in the area studied. Knowledge of the major issues, program goals and objectives, work processes and administrative operations of the organization. Knowledge of the organization's operations and functions sufficient to communicate accurate information and modify standard methods and adapt approaches in the development of new information materials to meet organizational needs. Knowledge of the concepts, principles, policies and practices of visual information activities, which may include illustrations, photography, presentations and television/motion picture production. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of Air Force products. Knowledge of acquisition and contracting processes such as program management principles; writing Statements of Work and Independent Government Estimates; ordering contractor data; performing technical evaluations of contractor proposals; and evaluating contractor performance. Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations and to measure and improve program effectiveness and/or organizational productivity. Knowledge of the concepts, principles, policies and practices of visual information activities, which may include illustrations, photography, presentations and television/motion picture production. Ability to plan and develop news stories, features, quasi-technical articles and manage outreach to include web sites and other social media. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
