As a Program Manager, you will be part of Retirement Services, Office of Personnel Management. If selected, you will be responsible for managing a branch and providing oversight and delivery of support services. You will be responsible to work with operation managers and maintain daily support to meet business performance objectives. Services will include program-wide support of IT applications, system access and security functions for the portfolio of IT systems under Retirement Services.

Duties

Maintain support related to system operations, access, and security functions across the organization. Collaborate with other managers and leaders to understand and address organizational challenges. Plan the technical work of the organization, assign work to subordinates, set priorities, and follow up on schedules and objectives. Evaluate the effectiveness of program activities to development and implement continuous improvement strategies. Maintains strategic partnerships and works collaboratively with internal and external partners to build a customer-centric experience.

Qualifications

For the GS 14: You must have at least one year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained either in private or public sectors) that includes: 1) Overseeing application operability, system access and system security related functions in an operations support capacity; and 2) Overseeing a team of contractors and/or Federal staff to provide operational support and/or continuous improvements of IT systems; and 3) Providing direction to individuals to guide and motivate them in accomplishing work assignments; and 4) Developing and maintaining collaborative partnerships with internal and external stakeholders regarding the processing of retirement and/or system operations. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS14 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of experience is considered to be 40 hours of work per week. Applicants wishing to receive credit for such experience must clearly indicate their duties and responsibilities for each position and annotate the number of hours a week spent in each position. This may be reflected on the resume as either hours work or full-time.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this position, you must meet the qualification requirement using experience alone. No substitution of education for experience is permitted.
