About the Position: This position is located at Evans Army Community Hospital, Civilian Human Resources Branch at Fort Carson, Colorado. This is an obligated Position in which an employee has return rights. Upon the employee's return, incumbent may be required to vacate this position. This position is a TERM position Not To Exceed 13 months.

Duties

Provide coordination/liaison among civilian employees, managers, timekeepers, supervisors, Civilian Personnel Advisory Center (CPAC), and the Defense Finance and Accounting Service (DFAS). Work independently as a technical authority with full administrative responsibility for the conduct of Federal civilian employee payroll accounts. Review and interpret a wide range of payroll laws, policies, regulations, directives, and DCPS Payroll Office Advisory Releases. Investigate and resolve payroll issues associated with various and unrelated types of civilian appointments such as career, career-conditional, and temporary, part-time and intermittent employees. Assist Resource Management personnel in the resolution of a wide variety of issues related to financial management and fund control. Utilize a variety of financial systems such as Defense Travel System (DTS), and General Fund Enterprise Business System (GFEBS). Review, verify and process a variety of payroll and time and attendance data impacting pay, electronic funds transfer (EFT) payroll deposits, leave, taxes, benefits, other deductions, and master payroll record information. Contact DFAS payroll technicians to resolve payroll issues.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. A National Agency Check w/inquiries (NACI) is required.
  • This position requires Department of Defense and Department of the Army Financial Management level 2 certification within 2 years of being appointed to the position.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). You will be evaluated on the basis of your level of competency in the following areas: Concepts, Policies, and Principles of PayrollCustomer Service (Clerical/Technical)Financial Management SystemsFinancial Stewardship Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
