This position is located in the Executive Office of the President, Office of Administration, Office of the Chief People Officer, HR Systems and Processing Division. The incumbent will serve as a Human Resources Specialist (Information Systems) providing the full range range of administrative and technical support to process personnel actions for all components of the EOP. The incumbent will serve as a work leader to at least one Human Resources Assistant.

Duties

As a Human Resources Specialist (Information Systems), GS-0201-9, your typical work assignments may include the following: Provides advisory services and technical guidance to employees, supervisors, and senior management officials regarding Human Resources Information System (HRIS). Maintains automated interfaces between personnel and payroll databases such as Defense Civilian Personnel Data System and Defense Civilian Pay System. Serves as the technical POC for HRIS, resolves system generated and/or user initiated quality control tickets by identifying the problem and taking corrective action. Performs testing of enhancements and fixes to HR tools, systems, and applications; identifies errors and deficiencies; and documents anomalies through prescribed methods. Serves as the approval authority for all Request for Personnel Action (SF-52), responsible for reviewing, approving, and processing personnel actions in a timely manner. Determines the proper nature of action, legal authority, effective date, position data, and remarks to code Request for Personnel Actions (SF-52) in accordance with the Personnel Management (OPM), Guide to Processing Personnel Actions.

  • Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).
  • Only experience and education obtained by the closing date of this announcement will be considered.
  • The agency requires 30 days on site before being eligible to participate in the telework program.
  • Incumbent must be able to obtain and maintain a Basic (Level I) Contracting Officer's Representative in 3 months.

Qualifications

MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. You may qualify at the GS-9 level, if you meet the following minimum qualification requirement:One year of specialized experience equivalent to the GS-7 grade level in the Federal service or equivalent experience in the private sector which includes: (1) Providing advice and guidance on technical and functional matters related to automated Human Resources systems; and (2) Analyzing proposed information systems or enhancements to existing systems. OR master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR A combination of experience and education. (Combinations of successfully completed education and experience may be used to meet total qualification requirements as specified above. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9.) Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
