You will serve as a CONTRACT PRICE/COST ANALYST in the Contracting Support Line of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.
Duties
You will prepare Pre/Post-Negotiation Business Clearance Memorandums as required and obtains approvals.
You will negotiate new contracts, modifications, task orders, option years and close-outs as assigned by the Contracting Officer.
You will plan and perform in-depth analyses of prices and costs for prime contracts, task orders, agreements, claims and modifications.
You will conduct detailed cost analysis of all aspects of contractor's proposal including operations methods, make-or-buy decisions, management operations, and financial policies and practices.
You will utilize cost analysis techniques to develop complex pricing arrangements and incentives such as multiple incentives (cost, performance, and schedule) and sharing arrangements for cost-plus-incentive-fee contract actions.
Requirements

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a current valid United States driver’s license.
Qualifications
For the GS-13 position, in addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Utilizing cost analysis techniques to develop pricing arrangements and incentives; 2) Advising on the closing of contracts/task orders, and in preparation of completion reports and final payment. 3) Preparing Pre/Post-Negotiation Business Clearance Memorandums as required and obtaining approvals; and 4) Negotiating new contracts, modifications, task orders, option years and close-outs as assigned by the Contracting Officer. **NOTE: Experience must be fully supported in your resume in order to be considered for this position.**
For the GS-12 position, in addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Providing advice to determine price reasonableness after evaluating cost or pricing data, other than cost or pricing data, lump sum prices, and/or financial data in proposals; 2) Developing recommendations for pricing objectives for existing and new contracts; and 3) Establishing the pre-negotiation pricing position, final negotiation objectives, and conducting or acting as an advisor in negotiations. **NOTE: Experience must be fully supported in your resume in order to be considered for this position.**

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
