You will serve as a SUPERVISORY CONTRACT SPECIALIST in the Contracting Acquisition Department, Environmental Contracts Division of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC. A Cost-of-Living Allowance (COLA) of 9.28% will be added to the stated salary.

Duties

You will conduct initial post-award conferences with contractors to provide information and clarify standards and special provisions of contracts. You will develop work guides, manuals, reports, presentations and other training instruments. You will delegate and assign work to team members in accordance with individual strengths and competencies. You will oversee, supervise, and direct team members on all contractual policy issues. You will participate in procurement conferences on matters of complex procurement situations and offers solutions.

• This is a Defense Acquisition Workforce position that requires a Contracting, Foundational acquisition certification. The incumbent has 36 months to earn this certification.
• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
• Males born after 12-31-59 must be registered for Selective Service.

• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• You will be required to obtain and maintain a current valid United States driver’s license.
• The incumbent is required to obtain a NAVFAC contracting officer warrant, with authority limited only by law and regulation, upon taking the position.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service and four or more years of recent, progressively complex and responsible contracting and/or staff experience in government or commercial contracting performing the following duties: Specialized experience must demonstrate the following: 1) serving as a Source Selection Board member, evaluating contractor past performance, price, experience and technical ability; 2) evaluating contractor's cost estimating and accounting systems and identifies factors affecting contractor's costs using historical statistical cost data, reports from auditors or technical specialists, and contractor cost breakdowns regarding labor, materials, overhead and profit; 3) evaluating audit reports, regulations, and other relevant material as a basis for formulating guidelines, implementing new developments, and providing policy interpretation to subordinate contracting activities. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
