This vacancy is being filled via the Direct-Hire Authority (DHA) for an IT Specialist (INFOSEC) position located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station. This Job Opportunity Announcement may be used to fill other IT Specialist (INFOSEC), 2210-12, positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.

Duties

Provide cybersecurity support in the facilitation of IT Security Assessment and Authorization process of the Decennial IT systems, applications, and networking infrastructures as mandated by the FISMA and in accordance with NIST security guidelines. Conduct risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks, and protection needs. As part of the System Development Life Cycle, participate in the development and review of IT architectures to ensure during the development phase IT security controls are implemented as required per NIST guidelines. Develop and conduct systems Security Contingency Plans (CPs) and participate in the development and testing of Disaster Recovery Plans (DRPs), Contingency of Operation Plans (COOPs), and procedures while ensuring FISMA compliance by all data users.

Qualifications

Specialized Experience: For the GS-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 in the Federal service. Experience for this position includes: Conducting risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks and protection needs; assessing potential security violations or problems through analysis of audit trails or log files; assessing security events to determine impact and implementation corrective actions; and development of systems security Contingency Plans (i.e. CPs, COOPs, DRPs, IT Contingency Plans). AND IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Education cannot be substituted for experience at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
