About the Position: Position may be filled as a TERM appointment NTE 2 years, if the candidate is not a current permanent Army employee. TERM appointments may be extended up to a maximum of six years and may be made permanent without further competition.
Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted to a term appointment with no statutory return rights back to a permanent position.
Duties
Serves as the G6 point of contact for records management.
Reviews records, ensuring compliance with, and enforcement of National Archives, Department of Defense (DoD), and Army policies and rules governing records management requirements.
Provides a written report of completed findings and recommendations for corrective action.
Conducts surveys for the purpose of gathering and analyzing data to evaluate the effectiveness of all aspects of the Records Management Program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Secret security clearance required.
- 25% TDY required.
- This is a TERM NTE 2 years position, may be extended up to six years, may be made permanent without further competition.
- One-year term trial period required.
- This position is obligated to the previous incumbent.

In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience GS-11: One year of specialized experience which includes: 1) reviewing, analyzing, and providing information from multiple systems about the Freedom of Information Act and the Privacy Act; 2) researching FOIA/PA laws, regulations, guidelines, and approved procedures; and 3) providing findings on the Freedom Information Act/Privacy Act. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated]
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-11 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Specialized Experience GS-12: One year of specialized experience which includes:1) researching and interpreting program related laws, regulations, guidelines, and procedures; 2) maintaining a records management program dealing with the Freedom of Information Act and the Privacy Act; 3) providing guidance and procedures on the Freedom Information Act/Privacy Act; 4) redacting government information and applying proper FOIA exemptions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted at the GS-12 level.
