Duties

This Program Analyst position is located Operations Support (OS), VAD - Analytics & Support Branch, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Reviews laws, regulations, and polices to assess, evaluate, and advises on adopting sustainable practices for assigned program(s) and/or projects. Analyzes and interprets policy guidance and assists managers and employees in applying guidance to program operations, including new approaches and flexibilities consistent with underlying statutory or higher authority directives. Identifies and proposes technically sound and administratively compliant solutions to a range of recurring issues requiring considerable judgment to ensure that recommendations and approaches best meet TSA operational needs. Contributes to the development of long range strategic and short range tactical organizational goals, objectives and resource requirements. Uses automated systems and database to compile and analyze statistical and narrative data; identifies trends and isolates areas of concern. Develops options and alternatives to build on positive trends and mitigate negative ones. Develops system(s) for tracking, compiling and analyzing statistical and narrative data from a variety of sources. Interprets data, plans work and refines methods and techniques used, measures program progress and success, via various statistical methods, against established metrics. Data and analysis are used for a variety for purposes to support decision-making; work products include forms, memos, reports, charts, graphs and narrative information from a wide variety of data sources. Collaborates with internal and external managers as well as representatives of other government agencies and private industries, and other stakeholders across TSA to ensure program operations support and/or meet initiatives, goals, and objectives. Provides advice and assistance to staff with respect to current status, current and long-range project objectives, plans, policies, broad project problems, etc., to assist in the making of management decisions leading to improved planning and operation; Resolve issues and concerns of special projects. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (G Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-G Pay Band (equivalent to GS-11), you must have one year of specialized experience at the SV-F or GS-9 in the Federal service or equivalent experience in the private sector. Such Specialized Experience defined as: Apply analytical and evaluative methods, techniques, and procedures to assess program development, execution, and management, and make recommendations to improve organizational effectiveness and efficiency; and Research and evaluate complex problems, analyze a variety of information and materials and provide recommendations based of knowledge of organization, programs, mission, and functions; and Compose written communications to develop presentations, SOPs/work guides, content for online resources, etc., to document procedures and promote assigned program(s) to personnel at all levels of the Agency. OR B. Education: Completion of a Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher-level graduate education leading to such a degree; OR LL.M., if related. OR C. Combination of Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements and may be computed by first determining the total qualifying experience as a percentage of the experience required for the pay band; then determining the education as a percentage of the education required for the pay band; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the pay band. To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as: Experience providing program and/or project analytical support to senior leadership; and Experience coordinating initiatives that require the involvement of multiple directorate offices; and Experience preparing written materials (i.e. speeches, correspondence, position papers, talking points, and communication plans and etc.) for review by higher-level officials. OR B. Education: Completion of a Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher-level graduate education leading to such a degree; OR LL.M., if related. OR C. Combination of Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements and may be computed by first determining the total qualifying experience as a percentage of the experience required for the pay band; then determining the education as a percentage of the education required for the pay band; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the pay band. To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as: Experience providing analytical support, program status updates and briefings to senior leadership; and Experience coordinating initiatives that require the involvement of multiple internal directorate offices and/or other industry partners; and Experience preparing written materials (i.e. speeches, correspondence, position papers, talking points, and communication plans and etc.) for signature/approval by higher-level officials. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
